I. General requirements

Guided by the spirit of the Fifth Plenary Session of the Seventeenth Central Committee of the Communist Party of China and the national, provincial and municipal work safety conferences, and guided by Scientific Outlook on Development, we adhere to the concept of safety development and the policy of "safety first, prevention first and comprehensive management", closely focusing on the implementation of Guofa [2065438+00] No.23, Lu [2065438+00] No.77 and Zi Ban Fa [2006]. (1) Hold the launching ceremony of "Safe Production Month"

Activity content:

2, to carry out safety production emergency plan exercise week activities.

Activity time: the third week of June (June1March-June 19).

Activities: Relevant municipal departments and district/county safety committees organize production and business units to carry out emergency plan drills (or drills) to deal with all kinds of unexpected accidents in high-risk industries such as coal mines, non-coal mines, dangerous chemicals, fireworks and firecrackers, and public gathering places such as road traffic, large shopping malls, markets, hotels and restaurants. The Municipal Safety Supervision Bureau chose a municipal hazardous chemicals enterprise to hold a drill and observe. All non-coal mining enterprises in the city will carry out an underground evacuation drill, and the Municipal Coal Bureau and Shandong Coal Supervision Bureau Ludong Branch will be responsible for organizing all coal mines in the city to carry out an underground evacuation drill.

In May, the examination questions were published on the website of the Municipal Administration of Work Safety. Relevant departments of all districts, counties and cities and competent enterprises of all cities take various forms, organize and mobilize the broad masses of cadres and workers to participate in answering activities, and summarize and report the answers to the Office of the Municipal Government Safety Committee (the Municipal Safety Supervision Bureau).

Combined with the national "Safety Production Month" activities, coal mine enterprises organized to participate in coal mine safety knowledge competitions, report on advanced deeds of coal mine safety team building and watch the movie "Gold Medal Monitor" and other activities.

Activities: Combined with the characteristics of safe production in summer flood season, in key industries such as coal mines, non-coal mines, dangerous chemicals, road traffic, crowded places, construction, etc., law enforcement actions are organized in the form of joint law enforcement and special law enforcement to investigate and deal with illegal safe production, operation and construction behaviors and rectify major safety hazards.

7, in-depth development of the "ankang cup" competition and the creation of "youth production safety demonstration post" activities.

Activities: organize and carry out "grasping the team and improving the management level" in all kinds of enterprises in the city; Ankang cup "competition, the theme is to attach importance to education and promote safety culture. In the youth collective of major enterprise teams or teams with the same personnel size, we will carry out the activities of creating "youth safety production demonstration posts" and organize campus safety education activities. Give full play to the positive role of the broad masses of workers and teenagers in production safety, publicize posts and professional standards, enhance the consciousness of obeying rules and disciplines and observing labor discipline, and form a good atmosphere for everyone to oppose "three violations" and prevent accidents.

Four. District and county activity arrangement

During the "Safe Production Month", the content and form of activities in all districts and counties are synchronized with the whole city, and at the same time, according to the actual situation, a targeted "Safe Production Month" activity plan is formulated and implemented in this region.

V. Activities Arrangement of Urban Management Enterprises

In addition to participating in various activities organized by provinces and cities, municipal enterprises should also organize activities with their own characteristics according to the characteristics of their own units, focusing on the following activities:

(a) to carry out self-inspection activities to implement the main responsibility of production safety. Focusing on enterprises in coal mines, non-coal mines, transportation, construction, dangerous chemicals, fireworks and firecrackers, civil explosives, metallurgy and nonferrous metals, building materials, commercial markets and other industries, and taking the implementation of Document No.23 of the State Council, Document No.77 of the provincial government and Document No.22 of the State-owned Assets Supervision and Administration Office as the main contents, we will check and verify them one by one, check and fill gaps, and correct and solve various problems in time.

(two) to carry out safety production standardization activities. Implement the requirements of the State Council Document No.23 and other relevant documents, carry out activities of technical equipment reaching the standard, post reaching the standard, specialty reaching the standard and enterprise reaching the standard within the enterprise, further improve the safety management system, standardize the safety production behavior, carry out quality and skill training for employees, strengthen on-site safety management, promote enterprises to realize the safety responsibility of all employees, standardize system construction, refine on-site management, conduct regular education and training, and consolidate the basic work of safety production.

(three) to carry out post safety training activities for all staff. According to the needs of post work, through self-study or collective organization learning, carry out full-time training with safety laws and regulations knowledge, basic common sense and post skills as the main content, and record the training situation in personal safety training files.

All relevant departments should strengthen cooperation, integrate resources and form a joint force.

(3) Strengthen social propaganda. Banners with the theme of "Safety Month" and "Deepening the Basic Work Year of Safety" should be hung in densely populated places such as government residences in counties, townships (street offices), township streets, communities, schools, construction sites, factories and mines, stations and highway toll stations, slogans and posters should be posted, publicity columns, publicity windows and galleries should be set up, and mobile phone public service messages should be sent.

During the safety month, the office of the Municipal Safety Committee will organize forces to supervise the activities of all districts and counties, professional safety committees and municipal enterprises.
