On behalf of the motion, questions, suggestions, criticisms and opinions, the organizer shall implement the main leadership responsibility system. Article 6 The Standing Committee of the Municipal People's Congress and the Standing Committee of the county and district people's congresses shall provide necessary conditions for the work of representing bills, questions, suggestions, criticisms and opinions, and the relevant working institutions shall provide necessary services for the work of representing bills, questions, suggestions, criticisms and opinions. Chapter II Proposal and Handling of Deputies' Motion Article 7 The term "deputies' motion" as mentioned in these Measures refers to the original motion submitted by more than ten deputies to the Municipal People's Congress, which belongs to the scope of functions and powers of the Municipal People's Congress and its Standing Committee and needs to be included in the agenda of the meeting of the Municipal People's Congress and its Standing Committee. Article 8 The following matters may be proposed as representative motions:
(a) the formulation, amendment, repeal or interpretation of local regulations of this Municipality;
(two) major issues that need to be decided or resolved by the Municipal People's Congress and its Standing Committee;
(three) other matters that should be decided or approved by the Municipal People's Congress and its Standing Committee. Article 9 The following matters shall not be put forward as representative motions:
(a) matters within the scope of administrative functions and powers of the Municipal People's government;
(2) Local affairs that should be handled by the people's congress at the lower level or the people's government at the higher level;
(3) Matters within the jurisdiction and procuratorial power of the people's courts and people's procuratorates;
(4) Affairs of political parties, social organizations, enterprises, institutions and individuals;
(five) other matters that do not belong to the scope of functions and powers of the Municipal People's Congress and its Standing Committee. Tenth representative motions are generally submitted from the date of convening the Municipal People's Congress to the deadline decided by the Presidium of the General Assembly. A well-prepared representative motion that meets the basic conditions of the motion may also be put forward during the intersessional period of the General Assembly. Article 11 The bill put forward by a representative shall have a cause of action, a case basis and a plan. The cause of action should be clear, the evidence should be sufficient and reasonable, and the plan should be concrete and feasible.
When proposing a motion to formulate local regulations, the text of the draft motion and its explanation shall be submitted, and the necessary relevant information shall be provided. The motion to amend local regulations shall be accompanied by the revised draft regulations and their explanations. Article 12 When a representative submits a motion to the General Assembly, it shall be led by the representative, submitted in writing one by one using special paper printed by the General Assembly in accordance with the regulations, and signed by himself. Article 13 Where a representative proposes a motion jointly, the lead representative shall provide the text of the motion to the representative who participates in the joint secondment, and sign the secondment after careful examination and approval by the seconder. If there are conditions for collective discussion, it should be discussed collectively and signed after reaching an agreement. Article 14 During the meeting of the General Assembly, all delegations are responsible for submitting the proposals put forward by the delegates to the proposal working body of the Secretariat of the General Assembly before the deadline decided by the Presidium of the General Assembly. When the Congress is not in session, the motion of deputies shall be submitted to the relevant working bodies of the Standing Committee of the Municipal People's Congress by the office of the county or district people's congress or the sponsor. Article 15 The proposal working body of the Secretariat of the General Assembly shall sort out, classify and analyze the proposals put forward by the delegates during the meeting of the General Assembly. The relevant working bodies of the Standing Committee of the Municipal People's Congress shall sort out and classify the motions put forward by the deputies during the intersessional period. A representative motion that meets the basic conditions of a motion belongs to a legislative motion. The meeting of directors of the Standing Committee of the Municipal People's Congress may, in accordance with the provisions of relevant laws and regulations, decide whether to include it in the agenda of the meeting of the Standing Committee of the Municipal People's Congress, or submit it to the relevant special committees of the Municipal People's Congress for deliberation, and then the meeting of directors of the Standing Committee of the Municipal People's Congress decides whether to include it in the agenda of the meeting of the Standing Committee of the Municipal People's Congress. Other motions shall be submitted to the motion working body of the Secretariat of the General Assembly at the time of the meeting, together with the representative motions put forward during the meeting, and submitted to the motion review committee for review.
