Retired midwives, whose "Midwife Certificate" can be copied in the Health Department of County Maternal and Child Health Hospital. The hardest thing is to give birth at home, without a midwife, and not go to the hospital afterwards. What about the birth certificate of the child born in this way? According to the relevant regulations, babies born in medical institutions that are not qualified for midwifery technical services shall be issued with birth medical certificates by birth-level birth medical certificate management institutions.
First of all, there are corresponding procedures for applying for a birth certificate:
1. Parent-child relationship statement signed by the baby's parents;
2. circumstantial evidence of the baby's birth. The circumstantial evidence is the birth certificate issued by the midwife (with a copy of the midwife's ID card);
3. Parents should go to the local neighborhood committee (village committee) to issue relevant certificates, then go to the Maternal and Child Health Hospital to show the husband and wife's household registration book and the original ID card, fill in the form, and finally go to the designated hospital for paternity test, and issue the DNA paternity book as proof.
Second, the newborn household registration process:
After giving birth to a child, both husband and wife should prepare the child's hospital birth certificate and their respective household registration books, ID cards and marriage certificates. Then, within one month after the birth of the child, they will go to the household registration office where the baby's permanent residence is located to declare the birth registration for the child, and go through the registration formalities in registered permanent residence according to law. If the staff of the household registration authority meets the requirements for children's household registration, they shall go through the registration formalities in registered permanent residence according to law.

Article 7 Within one month after a baby is born, the head of the household, relatives, dependents or neighbors shall report the birth registration to the baby's permanent residence registration authority.
If an abandoned baby is abandoned, the adopter or the infant-rearing institution shall declare the birth registration to the household registration authority.
