Without the consent of the registered owner of the forest right certificate, the village Committee has no right to collectively and uniformly transfer the forest right, even if more than half of the villagers agree.

If it can be transferred with the consent of more than two-thirds of villagers' representatives or household representatives, it is the right to use collectively owned forest land that has not been registered after the forest reform.
