Chapter 1 General Provisions

Article 3 The purpose of this association is to promote the popularization and development of sailing and windsurfing nationwide with the purpose of building socialist spiritual civilization and promoting the health of the people under the constraints and guidance of national policies and relevant laws and regulations. Article 5 The Chinese Sailing and Windsurfing Association is headquartered in Beijing.

Chapter 2 Business Scope

Article 6 The business scope of the Association is

Chapter 3 Members

Article 7 The Association is composed of group members and individual members. Individual members are divided into athlete members and coach members. There are four types: referee members and ordinary members.

Article 8 Groups or individuals applying to join the association must meet the following conditions:

(2) Have Willingness to join the Association;

(3) Domestic and foreign systems, groups at all levels in various industries and colleges and universities at all levels with Taiwanese legal status;

(4) Engage in or Chinese citizens who love sailing and windsurfing;

(5) Foreign citizens who engage in or love sailing and windsurfing who voluntarily abide by the laws and relevant policies and regulations of the People's Republic of China;

(6) Individual members of the People's Republic of China and the territory of China (excluding Hong Kong, Macao and Taiwan) must be athletes and coaches and must belong to a certain group member;

(7) ) All members are not allowed to participate in various international and domestic competitions organized by the association in their own name (except for open competitions and commercial competitions).

Article 9 The procedures for membership registration are:

(1) Submit an application for membership with the official seal of the group or a personal signature;

(3) A membership card will be issued by the Association’s Secretariat.

Article 10 Members enjoy the following rights:

(1) The right to vote in the association. The right to be elected and vote;

(4) The right to criticize, suggest and supervise the work of the Association;

Article 11 Members shall perform the following obligations:

(4) Pay membership fees on time as required;

(5) Provide relevant information to the Association to report the situation;

(6) Actively support, assist, and participate in various tasks and activities of the association. ;

Article 12: Members who wish to withdraw from membership shall notify the Association in writing and return their membership cards. Members who do not pay membership fees or participate in the association's activities within one year will be deemed to have automatically withdrawn from membership.

Article 13 If a member seriously violates the Articles of Association, he or she shall be removed from the membership by vote of the Standing Committee.

Chapter 4: Removal of organizational structures and responsible persons

Article 14: The highest authority of the Association is the Member Congress. The functions and powers of the Member Congress are;

(2) Elect and remove standing committee members;

(3) Review the work report and financial report of the standing committee (or secretariat) ;

(4) Decide on termination matters;

(5) Decide on other major matters.

Article 15 The Member Congress must be attended by more than 2/3 of the members (or representatives). Its resolutions must be passed by more than half of the members (or representatives) present to take effect.

Article 16 The term of each member congress is four years (the longest term shall not exceed five years). If the company needs to be promoted or postponed due to special circumstances, it must be approved by the Standing Committee (or Secretariat) and approved by the business supervisor, and approved by the society registration and management authority. Article 19 The Standing Committee shall hold at least one meeting every year: under special circumstances, it may also be held by communication.

Article 20 The Standing Committee must be attended by more than 2/3 of the members before it can be convened, and its resolutions must be voted by more than 2/3 of the members present to take effect.

Article 21 The Association shall establish a secretariat. The Secretariat shall exercise the functions of Article 18, 1, 3, 5, 6, 7 and 8 when the Standing Committee is not in session. Nine powers are also responsible for:

Article 22 The Secretariat shall be headed by the Secretary-General. It is composed of several deputy secretaries-general and several working people.

Article 23 If more than one-third of the members of the China Sailing Association submit a written application or the Association Secretariat deems it necessary, a special meeting of the Member Congress may be held.

Article 24 The chairman, vice-chairman, and secretary-general of the association must have the following conditions:

(2) Having a greater influence in the business field of the association

(3) Chairman and vice-chairman. The maximum age of the Secretary-General is not more than 70 years old. The Secretary-General is a full-time person;

Article 26 The term of office of the chairman, vice-chairman and secretary-general of this association is four years. Article 27 The Secretary-General of the Association is the legal representative of the Association.

The legal representative of this association does not concurrently serve as the legal representative of other social organizations. Article 28 The chairman of this association shall exercise the following powers

Chapter 5 Principles of Asset Management and Use

Article 30 Sources of Funds for the Association

Article 31 The association collects membership dues in accordance with relevant national regulations

Article 35: The asset management of the Association must implement the financial management system prescribed by the state and accept the supervision of the Member Congress and the financial department. Chapter 6 Procedures for Amending the Articles of Association

Article 40 The revised Articles of Association must be reviewed and approved by the business supervisory unit within 15 days after being adopted by the Member Congress and submitted to the society registration and management authority for approval. Take effect.

Chapter 7 Termination Procedures and Property Disposal after Termination

Article 41 If the Association completes its purpose or dissolves itself or needs to be canceled due to division, merger, etc., the Standing Committee shall or a motion made by the Secretariat.

Article 42 The motion to terminate the association must be voted and approved by the members’ congress and reported to the business supervisory unit for review and comment.

Article 43 Before the association is finalized, a liquidation organization must be established under the guidance of the business supervisory unit and relevant authorities to clean up claims and debts and deal with the aftermath. No activities other than liquidation will be carried out during the liquidation period.

Article 44 The association will be terminated after the deregistration procedures are completed by the association registration and management authority.

Article 45 The remaining property after the termination of the Association will be used to develop undertakings related to the purpose of the Association under the supervision of the business supervisory unit and the society registration and management authority in accordance with relevant national regulations.

Chapter 8 Supplementary Provisions

Article 46 The flag and emblem of the Association shall be approved and issued by the Member Representative Conference and may not be copied by any unit or individual without permission.

Article 47 All activities of the Association must be carried out in strict compliance with the provisions of this Articles of Association.

Article 48 This Article of Association shall be voted and approved by the annual membership congress.

Article 49 The right to interpret this charter and make decisions on unspecified matters belongs to the Secretariat of the Association.

Article 50 This Article of Association shall take effect from the date of approval by the society registration authority.
