Chapter I General Principles

Article 1 These Provisions are formulated to strengthen the management of professional title evaluation and ensure the quality of professional title evaluation.

Article 2 Professional titles are the main signs of academic and technical level and professional ability of professional and technical personnel. Article 3 These Provisions shall apply to the evaluation of professional titles implemented by enterprises and institutions. Professional personnel service agencies, industry associations and other social organizations authorized by the human resources and social security departments shall carry out the evaluation of professional titles with reference to these Provisions.

Article 4 The human resources and social security departments at all levels shall take the lead in the evaluation of professional titles, establish an evaluation system, formulate evaluation standards, coordinate the implementation of professional title policies, and strengthen the supervision and inspection of professional title evaluation.

Article 5 The evaluation of professional titles shall be guided by morality, ability and performance, adhere to the principle of having both ability and political integrity and putting morality first, pay attention to the professionalism, technicality, practicality and creativity of professional and technical personnel, and highlight the performance level and actual contribution of professional and technical personnel.

Evaluation criteria should be a combination of national standards, regional standards and unit standards. Ministry of Human Resources and Social Security shall, jointly with the relevant departments in charge of industry, formulate and publish the basic standard conditions for various titles. Each region, in combination with local conditions, formulates the evaluation criteria for professional titles in its own region. Enterprises and institutions with independent evaluation rights can make their own independent evaluation standards. The evaluation standards formulated by all regions and units shall not be lower than the basic national standards.

Chapter II Review Committee

Article 6 The professional title evaluation committee is the organization responsible for evaluating and identifying the academic and technical level and business ability of professional and technical personnel, and independently carries out evaluation work in accordance with the professional title evaluation standards and evaluation procedures.

Professional title evaluation committee shall be established by series or specialty, and comprehensive professional title evaluation committee shall not be established across series.

Seventh professional title evaluation committee is divided into three levels: advanced, intermediate and junior. The establishment of a senior professional title evaluation committee shall meet the following basic conditions:

(1) The series or specialty applied for evaluation has an important influence in the industry and can represent the technical development level in this field. In principle, the professional title series or major applied for evaluation by relevant central departments and units should be the main series or major of the unit.

(3) The series or specialty applying for evaluation has a sufficient number of qualified experts for evaluation of senior professional titles.

(4) Having an objective and scientific evaluation standard that conforms to the national and local professional title policies and leads the development of the industry, and having a sound evaluation mechanism and a complete evaluation system.

The basic conditions for the establishment of middle and junior professional title evaluation committees shall be formulated separately by all localities and relevant departments and units.

Eighth professional title evaluation committee to implement the examination and approval and filing system. Among them, the senior professional title evaluation committees established in various regions shall be reported to the provincial human resources and social security department for approval and filing; The evaluation committee for senior professional titles established by relevant central departments and units shall be submitted to Ministry of Human Resources and Social Security for approval and filing. The specific measures for the examination and approval and filing of the middle and junior professional and technical titles evaluation committee shall be formulated separately by the Provincial Department of Human Resources and Social Security.

The term of validity of the professional title evaluation committee shall not exceed 3 years, and shall be re-filed.

Article 9 The professional title evaluation committee shall have a director 1 person and a deputy director 1 to 3 people. There shall be no less than 25 experts in the Senior Professional Title Evaluation Committee and no less than 1 1 person. Article 10 The evaluation experts of the professional title evaluation committee shall meet the following conditions:

(three) have good professional ethics, decent style, fair, recognized by the masses.

(four) conscientiously perform the duties of the review work, and consciously abide by the discipline of the review work.

Under normal circumstances, the term of office of bid evaluation experts is 0-3 years.

Thirteenth professional title evaluation scope, level and reporting time, place and other related matters, published by the professional title evaluation office within the scope of evaluation.

Chapter III Declarations and Recommendations

Article 14 Applicants for professional title evaluation shall abide by the Constitution and laws of People's Republic of China (PRC), have good professional ethics and professionalism, and meet the application conditions for professional title evaluation of corresponding series or specialty and corresponding level.

Fifteenth the applicant shall submit the application materials for professional titles to the corresponding professional title evaluation office or its designated institution within the specified time, and implement the system of good faith commitment to the application materials.

Article 16 The applicant's work unit shall review the application materials and performance of duties according to procedures, recommend the best and publicize them within the unit. Seventeenth professional and technical personnel of non-public economic organizations, social organizations and emerging formats can apply for professional titles, and their work units, personnel agencies or other authorized institutions can perform the procedures of evaluation, publicity and recommendation.

Eighteenth professional and technical personnel who have made major basic research and cutting-edge technological breakthroughs, solved major engineering and technical problems, and made significant contributions to the development of economic and social undertakings can directly declare and review senior titles. Overseas high-level talents and urgently needed talents can be appropriately relaxed in terms of academic qualifications and years.

Nineteenth Hong Kong, Macao and Taiwan professional and technical personnel, foreign personnel title declaration measures shall be formulated separately by the relevant departments and units in various regions and the central government.

Chapter IV Acceptance and Examination

Twentieth professional title evaluation office is responsible for accepting the application materials submitted by various units within the scope of evaluation, and reviewing the application materials. If the application materials are incomplete and irregular, it shall inform all the contents that need to be corrected at one time within the prescribed time limit. If no correction is made within the time limit, it shall be deemed as giving up the declaration. If fraud is found, the applicant's qualification will be cancelled.

Twenty-first professional title evaluation office after the audit, report the basic situation of the audit to the professional title evaluation committee, and submit the materials of qualified applicants and written audit opinions. The written examination opinions shall be signed by the undertaker and the person in charge of the title evaluation office, and sealed by the office.

Chapter V Organizing Review

Twenty-second review team according to the characteristics of the review series (professional) and the actual situation of the applicant, to investigate the actual level of the applicant, and give preliminary opinions. If there is no review team, the members of the review committee shall be responsible for the above work. There must be more than 3 experts to participate in the preliminary examination of the applicant.

Twenty-third each time to participate in the review meeting of the review experts not less than two-thirds of the total number of the review committee, the meeting is presided over by the chairman or vice chairman, using material review, personal debriefing, interview defense, lectures, practical operation or performance display and other evaluation methods. The bid evaluation team or members of the bid evaluation committee responsible for the preliminary examination shall introduce the preliminary examination and bid evaluation to the bid evaluation committee and make suggestions; The review committee shall fully discuss and vote according to the preliminary examination and appraisal. If the number of agreed votes reaches more than 2/3 (inclusive) of the total number of experts attending the review meeting, the review will be passed. Twenty-fourth after the review meeting, the evaluation experts of the professional title evaluation committee fill in the evaluation conclusion for the applicant, and the chairman or vice chairman signs the evaluation result and seals the professional title evaluation committee.

Twenty-fifth review meeting should be recorded in the whole process, including review date, judges present, review objects, summaries of judges' speeches, voting results, etc. The minutes of the meeting shall be signed by the meeting host and recorder and kept confidential.

Twenty-sixth review meetings are closed, and the list of review experts is not open to the public. During the confidentiality period of the evaluation, the staff of the professional title evaluation office and the evaluation experts shall not disclose the evaluation contents, receive the evaluation materials without permission, or seek illegitimate interests by taking advantage of their positions.

Twenty-seventh in the title evaluation system, if the evaluation experts have close relatives or other direct interests to participate in the title evaluation, they shall apply for withdrawal, or be notified by the title evaluation office to withdraw.

Twenty-eighth professional title evaluation results shall be publicized, and the publicity period of the list of judges shall not be less than 5 working days. During the publicity period, complaints or clues reflected by other means should be reviewed one by one.

Evaluation results and evaluation work should be submitted to the corresponding title management department in a timely manner. Those who pass the review and have no objection after publicity shall be confirmed by the corresponding title management department.

Twenty-ninth applicants have objections to the evaluation results of professional titles, and may apply to the professional title evaluation office for review. Violation of the review procedure may affect the review results, and the review office shall organize the review experts to review and inform the applicant of the review conclusion.

Thirtieth the establishment of professional title evaluation expert database, before organizing the evaluation meeting, the professional title evaluation office shall randomly select experts to form an evaluation Committee to carry out the evaluation work.

Thirty-first units that do not have the evaluation conditions may entrust regions, departments or units with corresponding evaluation authority to carry out evaluation. Commissioned evaluation by the professional and technical personnel of the unit to apply; Commissioned by the evaluation of senior titles, issued by the human resources and social security departments at the prefecture level; Entrusted evaluation of intermediate titles shall be certified by the human resources and social security departments at or above the county level. If the relevant central departments and units need to entrust a review, the personnel department shall issue a power of attorney. If the review is not entrusted as required, the review result will be invalid.

Thirty-second professional title evaluation results are valid in the local area and the unit. When professional and technical personnel flow across regions and units, the evaluation results can be re-evaluated, reviewed or confirmed according to the title management authority.

Actively explore cross-regional mutual recognition of professional titles, and specific measures shall be formulated separately by the Provincial Department of Human Resources and Social Security in conjunction with relevant departments.

Chapter VI Evaluation Services

Chapter VII Supervision and Administration

Thirty-seventh human resources and social security departments and industry departments shall, in accordance with the division of responsibilities, supervise and inspect the evaluation of professional titles, accept reports and complaints, and be responsible for verification and adjudication.

Thirty-eighth human resources and social security departments and industry departments in accordance with the title management authority, through seminars, visits, file inquiries, questions, interviews and other forms of regular spot checks, inspections, spot checks, inspection results to the public.

Thirty-ninth professional title evaluation office shall strictly implement the charging standards approved by the price and financial departments, and consciously accept supervision and audit.

Chapter VIII Legal Liability

Article 40 The "one-vote veto system" for academic fraud shall be implemented, and the titles obtained by applicants through fraud, black-box operation, abuse of power for personal gain and other illegal acts shall be revoked, recorded in credit files and incorporated into the national credit information sharing platform.

Article 41 If the review staff violates the review discipline, engages in malpractices for selfish ends, works behind closed doors or commits other violations of discipline and discipline, they shall be removed from the review post and held accountable in accordance with the relevant provisions; Anyone suspected of breaking the law shall be investigated for legal responsibility according to law.

Forty-second work units did not seriously perform the audit responsibility, or issued false materials, depending on the situation of informed criticism, and in accordance with the relevant provisions, shall be investigated for the responsibility of the main person in charge of the unit and the handling personnel.

Forty-third experts who violate the discipline of evaluation, or use the evaluation of professional titles to seek illegitimate interests for themselves or others, are disqualified; If the circumstances are serious, informed criticism will be recorded in the integrity file; Anyone suspected of breaking the law shall be investigated for legal responsibility according to law.

Forty-fourth title evaluation committee without the approval of the record or beyond the title evaluation authority, without authorization to expand the scope of evaluation, the evaluation results are invalid; Violation of relevant policies and regulations, review procedures and disciplinary requirements, can not guarantee the quality of review, resulting in adverse social impact, as the case may be, stop working, make rectification within a time limit, and declare the review results invalid; If the circumstances are serious, the right to evaluate professional titles shall be revoked, and the responsibilities of relevant units and personnel shall be investigated.

Chapter IX Supplementary Provisions

Forty-fifth provinces, autonomous regions, municipalities directly under the central government, Xinjiang Production and Construction Corps and relevant departments and units of the central government may, in accordance with these Provisions and in light of the actual situation, formulate management measures or implementation rules for the evaluation of professional titles in their respective regions and units.

Article 46 These Provisions shall come into force as of +2065438. The former Ministry of Personnel's Interim Provisions on Several Issues Concerning the Evaluation and Employment of Professional and Technical Positions in Enterprises and Institutions (No.4 [1990]), Notice on Reorganizing the Professional and Technical Positions Evaluation Committee (No.8 [199 1]) and Notice on Relevant Matters Concerning the Senior Positions Qualification Evaluation Committee (No.4).

Notice (No.1994) shall be abolished at the same time.
