Article 4 The person in charge who applies for holding an assembly, a procession or a demonstration must submit a written application to the competent authority five days before holding the assembly, a procession or a demonstration with his ID card. Article 5 Whoever organizes or participates in an assembly, procession or demonstration in the name of a local state organ, social organization, enterprise or institution must obtain the signature and approval of the person in charge of the unit, and affix the official seal of the unit to the application form. The person in charge of the unit whose signature is approved is the person in charge of organizing or participating in the assembly, procession and demonstration. However, it is not necessary to apply in accordance with Article 7 of the Law of the People's Republic of China on Assemblies, Processions and Demonstrations. Article 6 After receiving an application for an assembly, a procession or a demonstration, the competent authority shall notify its responsible person in writing of the decision of approval or disapproval two days before the date of application. If it is not permitted, the reasons shall be explained. Failure to notify within the time limit shall be deemed as permission. Due to the reason of the person in charge, the competent authority is unable to notify, and the application is deemed to have been withdrawn. Article 7 Where an application for holding an assembly, a procession or a demonstration requires that specific problems be solved, the relevant organ or unit shall, after receiving the notice from the competent authority, negotiate with the person in charge of the assembly, procession or demonstration to solve the problem within two days, and shall not prevaricate or delay, and inform the competent authority of the negotiation results in time. Article 8 The person in charge of an assembly, a procession or a demonstration shall designate a special person to assist the people's police in maintaining order. The person in charge of an assembly, a procession or a demonstration and the personnel assisting in maintaining order shall wear obvious signs respectively, and samples of the signs shall be sent to the competent authorities for the record one day before the assembly, procession or demonstration is held. Article 9 No one may force others to participate in an assembly, a procession or a demonstration or prevent others from withdrawing from an assembly, a procession or a demonstration. Article 1 no assembly, procession or demonstration shall be held within a distance of 1 to 3 meters from the following places, except with the approval of the provincial people's government:

(1) the residence of state guests;

(2) important military facilities;

(3) airports, railway stations and ports;
