How to operate the procurement of government office supplies
The process of government procurement needs to be determined in combination with specific procurement methods. Different government procurement methods have different processes. At present, the implementation of government procurement activities in China mainly includes five ways, namely, open bidding, invitation bidding, competitive negotiation, single-source procurement and inquiry procurement. So, what is the process of government procurement?

First, open bidding.

Second, the invitation to bid

1. In case of inviting public bidding, the purchaser or procurement agency shall first determine that the procurement project meets the conditions of inviting public bidding, and then generate a list of qualified suppliers by the following methods, from which more than three suppliers are randomly selected to send invitations to bid (1) publish a prequalification announcement for collection; (two) selected from the supplier base established by the financial department of the people's government at or above the provincial level; (3) Written recommendation of the buyer.

Fourthly, competitive negotiation.

I. Confirmation of purchase funds

(a) the procurement funds belonging to the financial allocation shall be distributed to the procurement unit by the relevant business departments of the financial department according to the annual procurement budget, and the planned procurement funds shall be included in the special account of government procurement funds by the department responsible for fund allocation and account management in accordance with the fund application procedures; Centralized treasury payment is implemented for the procurement budget funds of the pilot units. The units only need to fill in the procurement budget online and submit it to the relevant business departments for approval. The staff of the procurement office can find it online, and the funds do not need to be allocated to the special account for government procurement funds.

(two) if it is not included in the government procurement plan and needs additional procurement projects, the administrative institution shall report to the competent department of the Municipal Finance Bureau, and the procurement office shall give additional procurement plans according to the implementation of funds; The supplementary purchase funds of the pilot units that implement centralized treasury payment are confirmed in the above way, and need not be allocated to the special account for government procurement funds.

(three) belongs to the purchase funds raised by the unit, the purchasing unit shall transfer the funds to the special account of the municipal government procurement funds five working days before the purchase.

Second, the confirmation of the purchase plan

(a) is a centralized procurement project, each unit must confirm the technical parameters, specifications, purchase quantity, funding channels, after-sales service and other requirements of the purchased project before purchasing (official car procurement should also be reported to the relevant departments for approval according to procedures), and reported according to the time specified by the procurement office.

(two) the procurement plan submitted by each unit shall not put forward specific brand requirements. However, considering the particularity of some projects and work needs, each unit can propose 1-2 recommended brands for the reference of the Municipal Procurement Office.

(four) all units generally do not purchase foreign goods, and if they need to purchase because of their work, they must report to the Municipal Procurement Office for approval.

Third, the specific government procurement process.

(a) the unit put forward a procurement plan and reported it to the competent department of the Municipal Finance Bureau for budget review;

(two) the business department of the Finance Bureau approved the procurement plan and transferred it to the procurement office;

(three) the procurement office shall review and summarize the procurement plan according to the government procurement system, and the general goods shall be purchased by the government procurement center, and the special goods may be purchased by the entrusting unit;

(four) the government procurement center to make a tender, and send it to the procurement unit for confirmation;

(five) the government procurement center issued a tender announcement or invitation to bid, organized bidding, presided over the bid opening;

(6) The Bid Evaluation Committee conducts bid evaluation and selects the suppliers who have won the bid in advance. After confirmation by the purchasing unit, decide the winning supplier;

(seven) the successful supplier signed a contract with the purchasing unit;

(8) After the successful supplier performs the contract, the procurement office and the procurement unit will accept the contract (for procurement projects with high technical requirements, experts should participate in the acceptance), and the procurement unit will send the original contract, the supply invoice and the procurement unit's acceptance opinion form to the procurement center for payment procedures;

(nine) the government procurement center shall send it to the procurement office after completing the formalities as the basis for paying the payment to the supplier;

(ten) the procurement unit into the fixed assets account;

(eleven) after the bidding activities, the procurement department shall establish files, including the pre-tender information of each supplier, the evaluation results, the published legal certificates, notarized information, bidding plans, etc.
