2. Talk education. Talk to party members who violate discipline, provide help and education, and listen to his explanation and defense of wrong facts. This kind of conversation can be brought to him by the branch secretary or the disciplinary inspection committee, or it can be held by a party group meeting for collective conversation.
Before convening the branch committee, a meeting of the party group where the party member who made the mistake can be held to let comrades in other party groups understand the fact that the disciplinary member made the mistake, discuss their opinions on punishment, and prepare for the branch party member meeting. Good mental preparation. But this is not a necessary procedure and cannot make a decision.
3. Meet the materials. Before convening the branch meeting, the branch committee should meet with the person regarding the disciplinary decision to be made and the factual materials on which it is based, and listen to the person's explanation and defense.
The factual materials mentioned here do not include investigation reports, whistle-blowing materials, and supporting materials. The meeting must be between two or more people and records must be kept. After the meeting, the parties concerned should sign their opinions on the materials. If they have different opinions or refuse to sign, the comrade responsible for the meeting should make a written explanation.
The disciplinary decision draft should state the personal situation of the party member who violated discipline, the facts, circumstances, consequences, personal responsibility, nature of the error and disciplinary opinions of the mistakes made.
4. Convene a branch committee to discuss the disciplinary opinions on erring party members based on the materials provided by the case inspection team, in accordance with party discipline regulations, and on the basis of the disciplinary recommendations of the case inspection team, and draft a decision on benefits.
The branch committee should carefully study the case materials of disciplinary party members handed over by the Party Committee and the Commission for Discipline Inspection, and if necessary, ask members of the investigation team to further introduce the relevant situation. On the basis of being familiar with the case and studying the relevant party discipline rules and regulations, the branch committee put forward disciplinary opinions and drafted a decision on benefits. The disciplinary decision draft should state the personal situation of the party member who violated discipline, the facts, circumstances, consequences, personal responsibility, nature of the error and disciplinary opinions of the mistakes made. The disciplinary decision draft should be met with the person before holding a branch party member meeting to discuss and vote on the disciplinary decision to listen to his or her opinions. 5. Convene a branch meeting and make disciplinary decisions based on full discussion. When convening a branch meeting to punish party members, all party members, including erring party members, must be notified to participate. Party members who violate disciplines should examine their mistakes at the branch meeting and also have the right to explain and defend their mistakes. Other party members participating in the branch meeting should criticize and educate party members who violate disciplines, express their attitudes and opinions on the handling opinions proposed by the branch committee, and can also defend party members who violate disciplines. 6. Compile and submit materials.
The branch committee will write a report on the discussion and voting at the branch meeting, hand over the disciplinary decisions passed by the branch meeting to the party members being punished to sign their opinions, and then report them step by step according to the approval authority. If the party member being punished refuses to sign the disciplinary decision and the punishment is appropriate, the branch can still submit the report for approval and indicate this situation in the report.
The request report must state the time when the branch party members meeting will be held, the number of official party members who should attend the meeting and actually attend the meeting, the voting status of the branch meeting, the number of votes in favor, objections and votes, and the number of abstentions in passing the disciplinary decision. , the voting opinions passed by the branch meeting. 7. Punishment and approval. The decision on disciplinary action reported by the branch shall be approved by the superior party committee or the disciplinary inspection committee after collective discussion. Sanctions against party members take effect from the date of approval. After the disciplinary decision is approved, it is usually announced orally by the party branch where the disciplinary offender belongs. However, if individual mistakes are serious and have a very bad impact on the masses, they can be announced to the masses; if they are not satisfied, they can appeal.
Giving warnings or serious warnings shall be approved by the corresponding disciplinary inspection committee and reported to the party committee at the same level for record; sanctions of removal from party positions, probation or expulsion from the party shall be reported to the corresponding party committee Committee approved.
8. Announce the execution of the disciplinary decision. Disciplinary sanctions imposed on party members shall take effect from the date of approval by the Party Committee or Discipline Inspection Commission.
