All databases (NSF and NTF) are signed by "universal" identifiers with appropriate permissions.

Answer:

This problem was reported to the quality engineer as SPR# DPOL6QBDKC, and it was determined that it was not a Lotus Notes/Domino problem. In this case, the customer uses the current user identifier (own identifier) to sign all the design elements in the database, and then re-signs the database with a special "universal" identifier, and the problem is solved.

This problem is similar to the following document reported in the technical note, "The script library working in notes 5.x causes an error in notes 6.x (#1167668); However, in this case, it has been determined that the signer has the correct rights.
