In any of the following circumstances, the bid documents will be deemed invalid after preliminary examination by the bid evaluation committee:

(a) without the seal of the unit and the signature or seal of the legal representative or the authorized agent of the legal representative;

(two) according to the prescribed format, the content is incomplete or the keywords are difficult to identify;

(3) A bidder submits two or more bid documents with different contents, or provides two or more quotations for the same project subject to tender in one bid document, without specifying which one is effective, except that an alternative bid scheme is submitted in accordance with the provisions of the tender documents;

(four) the name or organizational structure of the bidder is inconsistent with the prequalification;

(five) failing to submit a bid bond in accordance with the requirements of the tender documents;

(6) The * * * agreement of the parties to the consortium is not attached to the consortium's bid documents. Under normal circumstances, the tenderer will return the bid bond to the bidder in time after the normal bidding activities, except that the bidder has stipulated in the bidding documents that the bid bond will not be returned.
