Article 21 If the parties reach an agreement through consultation, a self-negotiation agreement on road traffic accidents shall be made and signed by ××××. Article 22 If the parties reach an agreement through consultation, they may pay damages for road traffic accidents in the following ways:

If the parties still fail to perform after reaching an agreement through consultation, they may apply to the People's Mediation Committee for mediation or bring a civil lawsuit to the People's Court.
