First, identify the object
(a) China citizens who have not reached the national statutory retirement age, their household registration, residence (local residence permit is required within the validity period) and school location (full-time fresh graduates and graduate students only) are in Henan Province.
(2) Servicemen and armed police of the troops stationed in Henan.
(3) Hong Kong, Macao and Taiwan residents who hold residence permits for Hong Kong, Macao and Taiwan residents may apply to take the qualification examination for primary and secondary school teachers in the mainland (mainland) where they live, and determine the qualifications of primary and secondary school teachers; Hong Kong and Macao residents hold Hong Kong and Macao residents' passes to and from the mainland, and Taiwan Province residents hold them valid for five years. Mainland travel permit for taiwan residents can apply for the qualification examination for primary and secondary school teachers in mainland China, and the qualification of primary and secondary school teachers will be recognized in the place where the examination is held. The academic qualifications, other conditions and procedural requirements for applying for teacher qualification are the same as those for mainland (mainland) applicants.
Second, the identification conditions
(1) Ideological and moral conditions: consciously abide by the Constitution and laws, love education, be able to fulfill the obligations stipulated in the Teachers Law of People's Republic of China (PRC), and abide by teachers' professional ethics.
(2) Education: You should have the corresponding education as stipulated in the Teachers Law of People's Republic of China (PRC), as follows: To apply for kindergarten teacher qualification, you should have graduated from kindergarten normal school or above; To apply for the qualification of a primary school teacher, one should have graduated from a secondary normal school or above; To apply for the qualification of a junior high school teacher, one should have a teacher's college degree or above; To apply for the qualifications of teachers in senior middle schools and secondary vocational schools (cultural courses and specialized courses), one should have a bachelor's degree or above in normal universities or other universities; To apply for the qualification of an internship instructor in a secondary vocational school, one should have graduated from a secondary vocational school or above, and have a professional technical position of assistant engineer or above or a technical level of intermediate workers or above.
(three) to participate in the qualification examination for primary and secondary school teachers and obtain the "Certificate of Qualification Examination for Primary and Secondary School Teachers" and within the prescribed period of validity. Full-time normal college students and full-time education masters who enrolled before 20 15 (inclusive) can apply for their majors according to the Notice of Henan Provincial Department of Education on Printing and Distributing the Implementation Plan for the Reform of the Qualification Examination and Regular Registration System for Primary and Secondary School Teachers in Henan Province (Trial) > (Yujiao [2015] No.501).
(4) Putonghua conditions: Putonghua level should reach Grade B or above in the Putonghua Proficiency Test Standard promulgated by the State Language Commission.
(5) Physical examination conditions: It meets the Physical Examination Standard for Applicants with Teacher Qualification in Henan Province (available from Henan Teacher Qualification Network (jszg.haedu.gov.cn)).
According to the Regulations on Teachers' Qualifications, those who practise fraud and defraud teachers' qualifications shall be revoked by the education administrative department of the people's government at or above the county level, and they shall not re-apply for teachers' qualifications within five years from the date of revocation, and their teacher qualification certificates shall be confiscated by the education administrative department of the people's government at or above the county level. Those who are deprived of political rights or have received criminal punishment of fixed-term imprisonment or above for intentional crimes cannot apply for teacher qualification.
Third, certification bodies.
The qualifications of kindergarten, primary school and junior high school teachers are determined by the education administrative department of the county (city, district) where the applicant's household registration, residence, school or army are located; The qualifications of practice instructors in senior middle schools, secondary vocational schools and secondary vocational schools shall be determined by the education administrative department of the provincial municipality where the applicant's domicile, residence, school or army are located.
Four. Identification process and time
(1) online newspaper: the unified online newspaper time in the province is from June 8 to June 30, 2020. Eligible applicants can log on to China Teachers' Qualification Network (www.jszg.edu.cn) for registration within the registration period. On the homepage of the website, the applicant will register according to the system prompt, fill in the form on the webpage and submit the application information. Applicants need to download and print a "personal book" on the online application interface, scan or take photos after signing by themselves, and upload it according to the program requirements. When previewing the application form of teacher qualification certificate after successful registration, you can view the personal books uploaded by the applicants after signing. If you find that the personal book is in an incorrect position and the signature is unclear during the preview, please upload it again.
(2) Physical examination and on-site confirmation: After the online registration is successful, the applicant will go to the designated hospital for physical examination according to the arrangement of the teacher qualification accreditation institutions at all levels, and then submit relevant materials to the designated place to complete the on-site confirmation. Physical examination and on-site confirmation shall be arranged by teacher qualification accreditation institutions at all levels according to local actual conditions and announced to the public in advance. Please pay attention to the notice in official website, a local teacher qualification accreditation institution.
(III) Audit: The teacher qualification accreditation bodies at all levels shall make a conclusion on whether to recognize the teacher qualification within 30 working days from the date of termination of the application acceptance period (i.e. on-site confirmation period) and inform the applicant of the recognition result. Please refer to the notice issued by official website, an accreditation body at all levels, for the time and method of obtaining the teacher qualification certificate.
Verb (abbreviation of verb) on-site confirmation of preparation materials
(1) Original second-generation ID card within the validity period.
(two) the original household registration materials or residence permit:
1. If applying at the place where the household registration is located, provide the original household registration book of the applicant;
2. If applying at the place of residence, provide the original residence permit within the validity period;
3. Fresh graduates and graduate students who apply for the exam at the school location must provide the original student ID card with complete registration information;
4. Servicemen and armed police stationed in Henan should provide the personnel relationship certificate issued by their subordinate units or personnel departments, which should indicate the applicant's service location;
5 Hong Kong, Macao and Taiwan residents living in our province shall provide residence permits for Hong Kong, Macao and Taiwan residents living in our province; Hong Kong, Macao and Taiwan residents who have passed the qualification examination for primary and secondary school teachers in our province shall provide Taiwan Province residents with a residence permit of Hong Kong, Macao and Taiwan valid for five years or a mainland pass and a mainland pass for Hong Kong and Macao residents.
(3) Original academic certificate (if the academic information is verified by China Teacher Qualification Network, the original may not be submitted). Hong Kong, Macao and Taiwan academic degrees should also be submitted to the certificate of Hong Kong, Macao and Taiwan academic degrees issued by the Education Service Center of the Ministry of Education, and foreign academic degrees should also be submitted to the certificate of foreign academic degrees issued by the Education Service Center of the Ministry of Education. Only full-time fresh graduates can suspend the submission of academic certificates when they are confirmed on site, but the original academic certificates should be submitted for verification when they receive the certificates.
Special note: in the process of material review, applicants should submit the report of higher education qualifications in China (online application at Xuexin.com(www. chsi. com. cn)) for higher education qualifications that cannot be directly compared and verified by China Teachers' Qualification Network, otherwise, they will be deemed as unqualified and will not be accepted. Applicants are advised to verify their academic qualifications in Xue Xin. Com, and apply for the certification report in time if they can't verify it, so as not to affect the appraisal. Kindergarten teachers, secondary normal schools and other secondary vocational education, secondary vocational education qualification certification report must be submitted (secondary vocational school graduates in Henan Province can apply online in Henan Government Affairs Service Network (www.hnzwfw.gov.cn)).
(four) the original certificate of Putonghua proficiency test level (China Teacher Qualification Network may not be submitted).
(five) primary and secondary school teacher qualification examination certificate (printed in the primary and secondary school teacher qualification examination network (ntce.neea.edu.cn), China teacher qualification network can not be submitted).
20 15 and full-time normal college graduates who entered the school before, if the word "normal" is not clearly marked in the graduation certificate, must provide transcripts of all courses they have learned during their school days (qualified in compulsory subjects such as pedagogy and educational psychology), and provide proof of one of the following materials:
1. A copy of the professional enrollment plan document issued by the higher education department of the graduation school at the time of enrollment, indicating that the major is a full-time normal major (stamped with the official seal of the relevant department of the graduation school).
2. A copy of the enrollment approval list of full-time normal students in the current year indicating the applicant's name and major (marked with the normal major and stamped with the official seal of the relevant department of the graduation school).
(six) the original "Henan Province Teacher Qualification Applicant Physical Examination Form" issued by the hospital designated by the accreditation body (valid within one year).
The physical examination form of Henan teachers' qualification applicants can be downloaded from Henan Teachers' Qualification Network (jszg.haedu.gov.cn).
(7) One-inch color photo with bareheaded white background 1 photo (uploaded in JPG/JPEG format, no more than 200K). The photo should be consistent with the photo uploaded when applying online, and the name and ID number should be indicated on the back of the photo to apply for the teacher qualification certificate).
(eight) to apply for the qualification of internship instructor in secondary vocational schools, it is also necessary to provide the original title certificate equivalent to assistant engineer and above professional and technical positions or the original qualification certificate of intermediate and above workers' technical level.
(nine) Hong Kong, Macao and Taiwan residents are required to submit a certificate of no criminal record issued by the relevant departments of Hong Kong Special Administrative Region, Macao Special Administrative Region and Taiwan Province Province. If necessary, the applicant can apply to Henan Teacher Qualification Accreditation Registration Service Center for issuing relevant letters through local accreditation agencies in advance.
All the above materials are original. When the applicant applies online, the China Teachers' Qualification Network has passed the verification of academic qualifications, examination certificates and Putonghua proficiency test grade certificates, and it is not necessary to submit the original when confirming on site. If the materials submitted by the applicant are incomplete or do not meet the requirements, they shall be completed before the end of the acceptance period.
Six, other matters needing attention
(a) the teacher qualification accreditation bodies at all levels should take effective measures to co-ordinate the teacher qualification accreditation according to the situation and requirements of our province's work deployment and epidemic prevention and control; Each applicant shall, in accordance with the requirements of the accreditation body, cooperate with the prevention and control of epidemic situation and the accreditation of teachers' qualifications.
According to the relevant regulations of the state, the same applicant can only apply for teacher qualification once in the same year.
(3) Requesting the applicant to make online declaration, participate in physical examination and make on-site confirmation according to the time, place and requirements specified by the accreditation body. Applicants can log in to the online registration system and modify the information before on-site confirmation. If the application is not completed within the specified time due to reasons such as missing the application time, choosing the wrong accreditation institution or on-site confirmation point, incorrect application information or incomplete submission materials, the accreditation institution will not accept the application, and the responsibility will be borne by the applicant himself.
(4) The applicant shall make a true and correct statement in his personal book. If it is inconsistent with the facts, it is an act of practicing fraud and defrauding teachers' qualifications. Applicants should truthfully submit relevant materials, and those who deliberately cheat teachers' qualifications will be punished according to relevant national laws and regulations.
