Measures of Jiangsu Province on the Administration of Urban Construction Archives
Chapter I General Provisions Article 1 In order to strengthen the management of urban construction archives, give full play to the role of urban construction archives in urban and rural planning, construction and management, and promote the social, economic and cultural development of our province, these measures are formulated in accordance with the Archives Law of People's Republic of China (PRC) and other relevant laws and regulations, combined with the actual situation of this province. Second units and individuals that form, manage and utilize urban construction archives within the administrative region of this province shall abide by these measures.

The term "urban construction archives" as mentioned in these Measures refers to the historical records in different carrier forms such as words, drawings, charts and audio-visual. Directly formed in urban planning, construction and management activities, which are of preservation value to the country and society, and related materials. Third urban construction archives work in accordance with the requirements of centralized and unified management, to ensure the integrity, accuracy, system, safety and effective use of urban construction archives. Fourth people's governments at all levels should strengthen the leadership of urban construction archives, and ensure the coordinated development of urban construction archives and urban and rural construction. Article 5 The administrative department of construction of the people's government at or above the county level (or the administrative department of urban planning, the same below) shall be responsible for the management of urban construction archives within their respective administrative areas, and accept the supervision and guidance of the archives administrative department at the same level. Its main responsibilities are:

(a) to organize the implementation of laws, regulations, rules and policies related to the management of urban construction archives;

(two) to compile and organize the implementation of urban construction archives career planning and work plan;

(three) to formulate and implement specific business standards and technical specifications for urban construction archives work;

(four) responsible for the business supervision and guidance of urban construction archives work;

(five) to organize and guide the theoretical research and scientific research of urban construction archives, and to be responsible for the professional training of urban construction archives staff.

Township people's governments are responsible for the management of urban construction archives within their respective administrative areas. Article 6 The urban construction archives (rooms) of the construction administrative departments of the people's governments at or above the county level are institutions that centrally manage urban construction archives, and are responsible for receiving, collecting, sorting out, keeping and utilizing urban construction archives within their respective administrative areas, and providing technical and professional guidance on the formation and management of urban construction archives. Municipalities construction administrative departments can determine the specific content of urban construction archives (rooms) receiving urban construction archives according to local actual conditions, and report to the provincial construction administrative departments and provincial archives administrative departments for the record. Ninth urban construction archives should be received by the urban construction archives (room), and its forming unit should be handed over according to the following time limit:

(a) the construction project files shall be handed over within 3 months after the completion of the project acceptance;

(two) the village and town construction project files shall be handed over within 3 months after the completion of the village and town construction project;

(3) Business management files and business technology files shall be handed over in time after being kept by the unit 1 to 5 years;

(four) other urban construction archives shall be handed over in accordance with the time limit prescribed by the provincial construction administrative department.

The urban construction archives listed in items (1), (3) and (4) of the preceding paragraph shall be handed over to the urban construction archives (room) where the project is located; (two) the urban construction archives shall be handed over to the rural construction management department of the township people's government where the project is located.

Article 8 Urban construction archives formed by cross-administrative regional construction projects within the prescribed scope shall be received by the urban construction archives (rooms) at the next higher level. In the process of project implementation, the construction unit, construction unit and supervision unit shall designate a special person to be responsible for file management.

The construction unit shall, in accordance with the relevant provisions of the state and the province and the contract, prepare and hand over the completed drawings of construction projects and other construction project files. When the contractor submits the completion acceptance report to the construction unit, it shall attach the completion drawing of the construction project and other construction project files. The supervision unit shall timely collect and sort out the files formed in the process of project construction supervision, and hand them over to the construction unit before the completion acceptance.
