When the oxygen concentration and combustible gas concentration meet the safety requirements, the wharf of the company can dock reliably (combustible gas concentration ≤ 65438+ 0% of its lower explosion limit).
Second, the safety requirements after berthing
(1) Layout and disclosure of safety fire control facilities
1. Sign a safety agreement immediately after the ship arrives at the factory, and notify the ship to make an emergency call.
2. After the ship berths, the safety firemen are responsible for placing fire-fighting equipment (hoses, fire extinguishers, foam generators, etc.). ) in place, and adjust the laying of the hose at any time according to the open flame operation, so as to keep the hose at a certain pressure. Set up a warning sign "No Fireworks" at the entrance of boarding ladder.
3. On the day when the ship arrives at the factory, the safety officer shall mark the oil tank and its ventilation cap according to the oil-water tank layout provided by the ship, and the oil tank identification shall be written in yellow paint.
4. All ship-borne construction personnel must receive safety education and construction safety disclosure in the work area.
5. All units should carefully organize the daily pre-work safety meeting, implement safety requirements and remind matters needing attention.
(2) Oxygen and combustible gas detection requirements
1. During the ship repair in the factory, the combustible gas in all detectable spaces must be tested every 4 hours and certified.
2. After opening the valve for gas detection, all piping systems to be constructed must be closed before construction.
3. Oxygen detection must be carried out on the storage tank before explosion.
4, oxygen measurement and explosion measurement must be carried out by two people at the same time, it is forbidden to work alone.
5. Gas concentration standards before tank and cabinet construction:
① The oxygen concentration is18% ~ 21%;
(2) When the concentration of combustible gas is lower than 0.5% of its lower explosion limit, open flame operation can be carried out, and when the concentration of combustible gas is lower than its lower explosion limit 1%, other general operations can be carried out.
6. When the ship berths in the outer gear or the ship berths in the outer gear, it is necessary to ensure that the adjacent ship is qualified in explosion measurement (the adjacent ship issues an explosion measurement sheet).
(3) Fire and explosion protection requirements for equipment, facilities and personal protective equipment
1. All welding machines, fans and other equipment on board must be lined with rubber or wooden boards, and grounded at parts not close to the engine room and piping system, such as guardrails. Switch boxes (boxes) of all electrical equipment on board shall be in good condition.
2. All tools and equipment entering the cargo oil tank must be confirmed by the general manager team.
3. Explosion-proof copper tools must be used for pipeline disassembly.

6, all pipes must be overhead, shall not block the safe passage, shall not be close to the deck, gas storage tanks or pipes. Overhead supports must be erected on site with steel pipe feet, and shall not be fixed on the deck by welding. Scaffolding is wrapped in rubber at the bottom of the cargo deck.
(4) Requirements for open flame operation
1. All hot work applications are valid on the same day (including ships).
2. The project supervisor must go to the site for safety confirmation before issuing the application form for hot work.
3, cargo oil tank and cabin construction, construction personnel must wear gas masks, and maintain effective ventilation.
4. Before the hull plate replacement project or hot work, the explosion-proof fan must be in place, the welding belt must move in the right direction, and the safety supervisor must detect the combustible gas in the unknown space near the hot work site and the area that may be touched when Mars is scattered. Hot work can only be carried out after the gas is qualified. During high temperature operation, continuous and effective ventilation must be ensured.
5. Before hot work, the electromechanical piping system must be dismantled manually, all valves connected with it must be closed, the welding belt must move in the right direction, and the adjacent open piping system and space must be tested for combustible gas by the safety supervisor, and hot work can be carried out only after the gas test is qualified. During high temperature operation, continuous and effective ventilation must be maintained.
6, the opening of any pipeline valve, must obtain the consent of the main group.
7. Any department with open flame operation must send safety personnel aboard to assist the safety supervision and management of the Department of Safety of the Ministry of Security. All hot spots must be supervised by special personnel. When working with fire on deck and bulkhead, the other party needs supervision.
8. The safety supervisor must place 1 fire extinguishers at all open flame operation points.
(5) painting operation
1. The paint operation area is marked with red, white and yellow flags to mark off the fire area, and the notice of paint operation is hung on the obvious place on the deck.
2. Fireworks are strictly prohibited in the paint area, and the construction team should be supervised by designated personnel. The equipment entering the cabin must meet the explosion-proof requirements, and personnel should wear anti-static clothing.
(6) Safe passage
1. All equipment and materials on board must be placed in order according to the fixed drawings.
2. Do not pile up materials or equipment on the safe passage and block the smooth road.
