What is the Forestry Bureau responsible for?
The State Forestry and Grassland Bureau implements the principles, policies and decision-making arrangements of the CPC Central Committee on forestry and grassland work, and adheres to and strengthens the Party's centralized and unified leadership over forestry and grassland work in the process of performing its duties. The main responsibilities are:

(a) responsible for the supervision and management of forestry and grassland and their ecological protection and restoration. To formulate policies, plans and standards for forestry and grassland and their ecological protection and restoration and organize their implementation, and draft relevant laws, regulations and departmental rules. Organize the dynamic monitoring and evaluation of forest, grassland, wetland, desert and terrestrial wildlife resources.

Organize the implementation of key ecological protection and restoration projects in forestry and grassland, guide the cultivation of public welfare forests and commercial forests, and guide and supervise the voluntary tree planting and urban and rural greening. Responsible for grassland grazing prohibition, grassland livestock balance and grassland ecological restoration and management, supervision and management of grassland development and utilization. Responsible for wetland ecological protection and restoration, formulate wetland protection plans and relevant national standards, and supervise and manage wetland development and utilization.

(four) responsible for the supervision and management of sand prevention and control work. Organize desert investigation, formulate plans for the prevention and control of desertification, rocky desertification and the construction of protected areas closed to desertified land, formulate relevant national standards, supervise and manage the development and utilization of desertified land, and organize sandstorm forecasting and emergency treatment.

(five) responsible for the supervision and management of terrestrial wildlife resources. Organize the investigation of terrestrial wildlife resources, compile and adjust the list of terrestrial wildlife and plants under special state protection, guide the rescue, breeding, habitat restoration and development, focus and disease monitoring of terrestrial wildlife, supervise and manage the hunting or collection, domestication and breeding, cultivation, management and utilization of terrestrial wildlife, and supervise and manage the import and export of wildlife according to the division of labor.

(six) responsible for the supervision and management of various nature reserves. Formulate plans for various nature reserves and relevant national standards. Responsible for the establishment, planning, construction and franchising of national parks, and for the management of natural resources assets and the control of land and space use in national parks and other nature reserves where the central government directly exercises ownership. Put forward audit suggestions on the construction and adjustment of various national nature reserves and submit them for approval according to procedures, organize the audit of world natural heritage declaration, and jointly with relevant departments, audit the declaration of world natural and cultural dual heritage. Responsible for biodiversity conservation.

(seven) responsible for promoting forestry and grassland reform related work. Formulate major reform opinions on collective forest right system, key state-owned forest areas, state-owned forest farms and grasslands, and supervise their implementation. Formulate policies and measures to develop rural forestry and safeguard the legitimate rights and interests of forestry operators, and guide the contracted management of rural forest land. Returning farmland (grazing) to forests and grasslands, responsible for the protection of natural forests.

(eight) to formulate policies for the optimal allocation of forestry and grassland resources and the utilization of wood, formulate relevant national standards for the forestry industry and supervise the implementation, organize and guide the quality supervision of forest products, and guide the work related to ecological poverty alleviation.

(9) to guide the capital construction and development of state-owned forest farms, organize the general survey of forest tree seeds and forage germplasm resources, organize the establishment of germplasm resource banks, be responsible for the breeding and popularization of improved varieties, manage the production and operation of forest tree seedlings and forage seeds, and supervise the quality of forest tree seedlings and forage seeds. Supervision and management of forestry and grassland germplasm resources, safety of genetically modified organisms and protection of new plant varieties.

(twelve) to supervise and manage the central funds and state-owned assets of forestry and grassland, put forward suggestions on the budget investment of forestry and grassland and the arrangement of state financial funds, and examine the national plans and annual planned investment projects according to the authority prescribed by the State Council. Participate in the formulation of forestry and grassland economic adjustment policies and organize the implementation of forestry and grassland ecological compensation.

(thirteen) responsible for forestry and grassland science and technology, education and foreign affairs, guiding the construction of national forestry and grassland talents, organizing the implementation of international exchanges and cooperation in forestry and grassland, and undertaking the implementation of international conventions such as wetlands, desertification control and endangered wild animals.

(fourteen) to complete other tasks assigned by the CPC Central Committee and the State Council.
