In terms of streamlining and upgrading, four measures have been introduced, such as strengthening coordination and simplifying the operation process of change registration, facilitating the personal income tax withholding agent to refund the annual fee before cancellation, developing the online deduction and declaration function of personal pension, and promoting the online inquiry and verification of the national travel tax information to facilitate taxpayers to handle it in different places; In the aspect of standardizing law enforcement, two measures have been introduced, such as optimizing the risk early warning service of enterprise income tax policy and exploring and optimizing the newly established taxpayer's tax credit reassessment mechanism.
The Opinions require that the "Spring Breeze Facilitating Tax Action" is a concrete measure for tax authorities to implement the spirit of the 20th Party Congress and the spirit of the Central Economic Work Conference.
