Taking safeguarding and improving people's livelihood and safeguarding the legitimate rights and interests of vagrants and beggars as the starting point and the end result of promoting social forces to participate in the rescue service for vagrants and beggars. In the process of providing relief services, we should uphold the concept of charity, help the poor and create harmony.
Adhere to guidance and cultivation and complement each other's advantages. Through policy guidance, service purchase, capacity building and other ways to create a supporting environment, give full play to the flexibility and professionalism of social forces, and form complementary and benign interaction with government agencies.
Adhere to legal aid and standardized management. To carry out relief services, we should strictly abide by the Law of People's Republic of China (PRC) on the Protection of Minors, the Administrative Measures for the Relief of Vagrants and Beggars Living in Cities and other laws, regulations and relief management policies, establish and improve various management systems, standardize service processes, make information public, and accept government supervision and social supervision.
Adhere to overall coordination and classified guidance. Will promote social forces to participate in relief services into the vagrants and beggars relief management work plan and annual work plan.
