Chapter I General Provisions Article 1 In order to strengthen the management of Yongjiang River, Fenghua River and Yuyao River, ensure flood control (tidal) safety, improve the water ecological environment and give full play to the comprehensive benefits of river courses, in accordance with the People's Republic of China (PRC) Water Law, People's Republic of China (PRC) Flood Control Law, People's Republic of China (PRC) River Management Regulations and Zhejiang Province Regulations and other relevant laws. Article 2 These Regulations shall apply to the planning, regulation, utilization, protection and other related management activities of Yongjiang River, Fenghua River and Yuyao River (hereinafter referred to as Sanjiang) and their supporting projects. The waterway in the river shall also abide by the laws and regulations on waterway management. Article 3 The Sanjiang River shall implement the system of unified river basin management and regional hierarchical management, and adhere to the unified compilation of river planning, unified flood control and unified management of water resources. Specific measures for regional hierarchical management shall be formulated separately by the Municipal People's Government. Article 4 The municipal water administrative department is the competent authority of the Sanjiang River, responsible for the supervision and management of the Sanjiang River, and the municipal Sanjiang River management institution to which it belongs specifically undertakes the relevant management work of the Sanjiang River. The water administrative department of the district (city) along the Yangtze River shall be responsible for the relevant management of the Sanjiang River within its administrative area in accordance with the prescribed responsibilities. Fifth development and reform, resources and planning, housing and urban and rural construction, urban management, ecological environment, transportation (port management), maritime affairs, public security and other departments. The city and the areas along the Yangtze River shall, in accordance with the division of responsibilities, do a good job in the management of the Sanjiang River. Article 6 The people's governments of townships (towns) along the Yangtze River and sub-district offices shall, in accordance with their prescribed duties, strengthen daily inspections, and discourage and stop illegal acts that endanger dikes, hinder flood discharge and affect river safety. Discourage and stop ineffective, it shall promptly report to the water administrative department for handling according to law. Seventh Sanjiang River flood control and obstacle clearing work to implement the responsibility system of the city and the city (the ground) people's government along the river.

The people's governments of cities and districts (cities) along the Yangtze River should strengthen their leadership in the management of the Sanjiang River, establish a coordination mechanism for major issues, improve the technical quantitative indicators and target assessment management system for flood discharge, drainage, navigation, water supply and ecological protection, and realize the specialization, scientificity and refinement of the management of the Sanjiang River. Sanjiang River regulation and maintenance costs in accordance with the regional classification management system, into the annual budget of the government at the same level. Article 8 The municipal and district (city) people's governments along the Yangtze River shall promptly report to the Standing Committee of the people's congress at the corresponding level on the planning, regulation, utilization and protection of the Sanjiang River. The Standing Committee of the Municipal People's Congress and the people's congresses along the Yangtze River shall strengthen the supervision of the management of the Sanjiang River by listening to special work reports and carrying out law enforcement inspections. Chapter II River Planning, Regulation and Construction Article 9 The construction, regulation, protection, utilization and management of the Sanjiang River shall follow the comprehensive planning of the Yongjiang River basin and the professional planning of flood control and waterlogging control, dredging and dredging, dike line of the main stream and water area protection. The comprehensive planning of Yongjiang River Basin shall be compiled by the municipal water administrative department in conjunction with the relevant departments of development and reform and the people's government along the Yangtze River, submitted to the Municipal People's government for approval, and reported to the provincial water administrative department for the record. Professional planning for flood control and waterlogging control in Sanjiang, dredging and dredging, dike line of main stream and water area protection shall be organized by the municipal water administrative department, and submitted to the Municipal People's Government for approval and promulgation after soliciting the opinions of relevant departments and provincial water administrative departments. The professional planning of Sanjiang River should conform to the comprehensive planning of Yongjiang River Basin, and be connected with the planning of ports, waterways and fisheries. Article 10 The management scope of Sanjiang River includes the waters, sandbanks, beaches (including cultivated land), flood discharge areas, dikes and berms on both sides of the river. The professional planning of the dike line in the main stream of Sanjiang should determine the specific management scope of the Sanjiang River. Boundary markers and bulletin boards shall be set up within the management scope of Sanjiang River, which shall be set up by the municipal water administrative department in conjunction with the water administrative department of Yanjiang District (city). No unit or individual may move or damage boundary markers and bulletin boards without authorization. Article 11 The municipal water administrative department shall, jointly with the relevant departments, formulate the annual river regulation plan according to the comprehensive river basin planning, the professional planning of dikes in the main stream of Sanjiang River and other related professional planning and the monitoring of river siltation, and implement it after being reported to the Municipal People's Government for approval. The annual plan for river regulation shall, according to the national, provincial and municipal requirements for flood control, drainage, navigation, water supply, ecological standards and other requirements related to the maintenance of river functions, define the regulation objectives such as flood control and drainage, river dredging, dike repair, sluice construction, pollution interception and control, and waterfront space transformation, and determine the specific regulation project name, regulation content, regulation period, responsible unit and task division. For river sections that seriously affect flood discharge, navigation safety and environmental landscape, such as dike damage, river bed elevation and river channel narrowing, the municipal water administrative department shall take emergency measures, give priority to rectification, eliminate hidden dangers of river safety in time, and improve the comprehensive functions of river flood control and drainage, navigation irrigation and ecological protection. Twelfth Sanjiang River regulation should pay attention to the protection and restoration of the ecological environment and historical and cultural landscape of the river and its surrounding areas. In areas where conditions permit on both sides of the Three Rivers, public facilities such as constructed wetlands and walkways can be built in combination with the needs of the surrounding environment. The materials and working machinery used in the regulation of Sanjiang River shall meet the requirements of environmental protection and ecological construction.
