Focusing on the modernization of regional governance system and governance capacity, the Implementation Plan clearly proposes to further promote administration according to law, build a government ruled by law in an all-round way, and accelerate the construction of a government governance system with clear powers and responsibilities and administration according to law, and regards it as a main line throughout the whole article. Clearly put forward "building a government ruled by law with scientific functions, statutory powers and responsibilities, strict law enforcement, openness and fairness, intelligence and efficiency, honesty and integrity, and people's satisfaction", further highlighting the requirements of building a digital government ruled by law and improving people's satisfaction. On the framework system, the reform and development measures are put forward from perfecting the system in eight aspects and strengthening the capacity layout in eight aspects. In the aspect of convergence and coordination, we should pay attention to the convergence and coordination with the Construction Plan of Ningxia under the Rule of Law (202 1-2025) and the Implementation Plan of Building a Society under the Rule of Law in Ningxia Hui Autonomous Region (202 1-2025), handle the details of relevant contents well, and realize the organic unity of "one plan and two implementation plans".
