The ultimate goal of regional coordinated development is to achieve Pareto optimization of regional interest distribution, which is an ideal state of resource allocation in a certain regional space. The logic is that with the continuous interaction of different stakeholders in the region, even if the allocation of resources will lead to conflicts of interest among the stakeholders, the results of conflict resolution can also meet the interests of local stakeholders and maximize the overall interests of the region. With China's economy entering the stage of high-quality development, the strategy of regional coordinated development plays an extremely important role in the national macro-control system and becomes an important way to solve the problem of insufficient regional development imbalance in China. At present, driven by the national strategy of regional coordinated development, China's regional economy is undergoing a transformation from "administrative region economy" to "economic region economy". ② There are different individualism and collectivism interest expectations between local individuals and the whole region, and the development demands and interest demands of regional economic stakeholders are quite different. The administrative barriers of local governments are still infiltrating into social and economic activities, and the externalities of regional behavior aggravate the imbalance of regional interest distribution, so interest adjustment has become a realistic problem that regional coordinated development must face. In order to further implement the national strategy of coordinated regional development, China's 14th Five-Year Plan for National Economic and Social Development and the Outline of Long-term Goals in 2035 (hereinafter referred to as the 14th Five-Year Plan) particularly emphasize that the mechanism of regional cooperation and interest adjustment should be further improved in the next five years. Only by correctly handling regional interest relations and rationally using governance tools to coordinate regional interest conflicts can we effectively implement the strategic objectives of the 14 th Five-Year Plan.
Influenced by the macro-economic policy control thinking, the interest adjustment of China's regional coordinated development is still in the stage of policy-driven and power intervention, and the thinking of rule of law has not yet formed, and the application of rule of law tools has not yet entered the governance vision of governments at all levels. In practice, in order to solve the problem of interests in regional coordinated development, a large number of policies and guidance opinions have been issued from the central to local governments. Although these policies and opinions can play the role of strategic guidance and action declaration, in specific actions, the shortcomings of insufficient policy coordination ability, extensive implementation and exaggeration have gradually emerged, which affect the market allocation function. Theoretically, the existing research on the interest adjustment of regional coordinated development mainly focuses on the interpretation of policy governance tools and the prospect of the adjustment direction of policy governance tools. ③ The demonstration and analysis of the legal governance model of regional interest coordination is relatively weak. (4) This phenomenon is inconsistent with the background of promoting the overall rule of law and adhering to the national governance of a country ruled by law, a government ruled by law and a society ruled by law.
Legal governance model is the key force to coordinate interests, resolve conflicts and establish order, and can stimulate the subjective initiative of regional stakeholders to participate in division of labor and cooperation. We must adjust our thinking, form a top-down consensus on policy governance, and seek legal ways for regional coordinated development and interest adjustment. Based on the in-depth analysis of the internal mechanism of the policy governance model of regional interest adjustment, this paper holds that the essence of coordinating regional interest relations with a large number of policy governance tools is still the traditional power-led governance idea, which is easy to fall into the trap of "slogan governance" and "attitude engineering". Therefore, only by formulating the Law on Regional Coordinated Development in time and guiding and cultivating the win-win concept of regional coordinated development through high-level legislation, Whether it can meet the requirements of the modernization of the national governance system and governance level by forming a unified system of interest adjustment rules for regional coordinated development, strengthening the institutionalization of regional coordinated development mechanism, giving regional coordinated organizations a clear legal status, and realizing the transformation of regional interest coordination methods from policy to rule of law.
