Article 10

To obtain the qualification of a certification body, the following conditions shall be met:

(1) Obtaining legal person status;

(2) Having a fixed place and necessary facilities;

(3) Having a management system that meets the requirements of certification and accreditation;

(4) Its registered capital is not less than 3 million yuan;

(5) Full-time Certification staff with corresponding fields above 10.

Certification institutions engaged in product certification activities should also have technical capabilities such as testing and inspection that are suitable for engaging in related product certification activities.
