How to strengthen the implementation of "double mate" system in duty squadron
I. Basis and Significance of Implementing the System of "Double Chief Officers" in the Squadron of Public Security and Fire Fighting Forces at the Grass-roots Level. Both the China People's Liberation Army Internal Affairs Ordinance and the China People's Liberation Army Political Work Ordinance stipulate that the military and political chief officers under the collective leadership of the unified Party Committee are jointly responsible, that is, the "double chief officers". Article 63 of the Regulations on Political Work clearly stipulates: "Political instructors and officers at the same level are the heads of their own units, and they are jointly responsible for all the work of their own units under the leadership of superior heads, political organs and party branches." Carrying out the system of "double chief officials" is the principle of building our army, the institutional guarantee of the party's absolute leadership over the army, and the most complete and scientific leadership system and principle with our military characteristics. The armed police fire brigade belongs to the armed police sequence, and the system of "double chief officers" should be implemented. Second, the main problems and adverse effects of the "double chief officers" system implemented by grass-roots fire squadrons. In practical work, there are still some problems that can't be ignored in the implementation of the "double chief officers" system in grass-roots fire squadrons: (1) The "double chief officers" of squadrons are not matched. Due to the increasing task of fire supervision in fire forces, the number of cadres engaged in fire supervision greatly exceeds the number stipulated in the establishment, which inevitably includes some full-time cadres. This has led to a decrease in the number of cadres who can serve as squadron leaders, resulting in a mismatch between squadron leaders. At present, there is a common phenomenon of one leader, one deputy or one leader among the cadres of grass-roots squadrons, and the mismatch between the chief officers and officers of squadrons is very common. (2) There are misunderstandings in the relationship between the squadron leader and the Party branch. In practice, the relationship between the squadron leader and the party branch is not handled well, and there are misunderstandings in understanding. Some emphasize "collective leadership" and ignore "division of responsibilities"; Some turn "collective leadership" into "collective responsibility"; Some party and government do not distinguish, and the party takes the place of politics; Some have changed the division of labor between the heads under the leadership of the Party branch to that of the members of the Party branch; Some use secretaries instead of branch work and so on. (3) Division of labor between military and political officials of squadron. The first is the separation of tasks. Some brigade leaders regard the military and political leaders of the squadron as implementers when assigning tasks, corresponding to the command department and the political department of the detachment respectively. Especially after the network information office, the leaders of the brigade often don't transfer the documents about the squadron's work to the military and political leaders of the squadron at the same time, but transfer the military and political documents to the squadron leader separately, and the political documents to the political instructor separately. The second is the separation of responsibilities. In the investigation of the responsibility of inspection and assessment, higher authorities often regard the squadron military chief as the only person in charge of military administration and the political chief as the only person in charge of political work, without investigating the responsibility of the other party. The third is the separation of thoughts. Some squadron military and political officers only care about their own "three-point fields", don't ask each other's work, and don't want each other to ask about their own work; If the other person asks about his work, he thinks that the other person is interfering with his work and "fighting for power" with himself. (4) There is an ideological question of who is the "top leader" of the squadron. There is a general lack of correct understanding of the concept of "double chief officers" in the army, and there are statements of "top leader" and "supervisor". Some brigade leaders regard the party branch secretary of the squadron as the "top leader" of the squadron, while others regard the senior first mate as the "top leader" of the squadron, and all the work of the squadron is handed over to the "top leader" to perform. The concept of who is the "number one" is also very common in the squadron leader himself. Some leaders strive to be the "number one" among themselves, while others are willing to be a "supporting role" and regard each other as the "number one", and the "number one" has the final say in everything. Analyzing the reasons, objectively, there are some factors, such as the public security nature of the fire fighting forces' work, the fact that the army establishment can not meet the needs of the development of fire fighting work, etc., but more importantly, subjectively, there is not enough study and implementation of rules and regulations, and there is not enough understanding of the system that "the military and political leaders are not only the leaders of the squadron, but also responsible for all the work of the squadron". The existence of the above problems violates the rules and regulations of the army, is not conducive to the absolute leadership of the party over the army, is not conducive to the unity of the two officials, is not conducive to the role of the two officials, and affects the all-round construction of grass-roots units. Three, some suggestions on the implementation of the "double chief officer" system for grass-roots fire squadrons (1) attach great importance to it and give priority to the strong squadron chief officer. Party committees at higher levels should attach great importance to the allocation of squadron leaders and give priority to the allocation of outstanding cadres directly under the position of squadron leaders; Those who have done a good job in the post of squadron leader will be given priority promotion according to regulations and will be designated as the deputy battalion squadron leader; If it is really because of the problem of cadre establishment that the cadres cannot be fully staffed, the deputy will replace the leader, and the excellent squadron deputy will act as the chief officer, with clear documents. (2) Correctly handle the relationship between collective leadership and division of responsibilities. To correctly handle the relationship between collective leadership and division of responsibilities of heads, we should pay attention to handling four relationships: First, the relationship between leaders and leaders. The party branch is the core leader of the unified leadership of the army, and military and political officials work under the leadership and supervision of the party branch. Therefore, the two are essentially the relationship between leadership and being led. The second is the relationship between decision-making power and execution power. The decision-making power on major issues belongs to the Party branch, and the executive power belongs to military and political officials. The third is the relationship between intra-party division of labor and administrative division of labor. The chief officer is a member of the party branch Committee and participates in decision-making; Outside the party, we must resolutely implement the decision of the party branch in accordance with the administrative division of labor. The fourth is the relationship between the exercise of power and the supervision of the party branch. Chief officials should give full play to their subjective initiative and work creatively when exercising their functions and powers, and should not rely on party branches for everything. The party branch should not interfere too much with the work of the chief officials, and let the military and political chief officials have full authority to deal with things within the scope of the chief officials' functions and powers, or things that have been basically determined by the party branch. (3) Strengthen education and correctly understand the relationship between military and political officers of squadron. Educate the officers and men to fully understand the profound connotation that "the squadron military and political officer is the head of the unit and is responsible for all the work of the unit". Brigade leaders should firmly establish the concept of "double heads", and the military and political leaders of the squadron should be responsible for the work of the squadron. The military and political leaders of the squadron should strengthen the overall situation concept and coordination consciousness, and prevent and overcome the phenomenon that the division of labor is undifferentiated and decentralized. In their work, military and political officials should support each other and cooperate closely in accordance with the regulations on political work, actively solicit each other's opinions and suggestions, and not fight for "center" and "ball" or poaching; If no consensus can be reached on the issue of principle, it shall be submitted to the squadron party branch for discussion and decision, or the superior shall be asked to solve it; In case of emergency, the problems in military work are decided by the squadron leader and the problems in political work are decided by the political instructor, but they must be responsible to the squadron party branch and superiors, report afterwards and accept inspection. The deputy assists the headmaster. At the same time, educate military and political officials to strengthen unity, cooperate more in their work, care more in their lives, and make up for each other without destroying them. (4) Clear positioning to ensure the implementation of the "double director" system. Higher authorities should attach importance to the orientation of "dual officials" and take effective measures to ensure the implementation of the "dual officials" system. First, in the daily assessment and inspection of all work, it is clear that the military and political officers of the squadron are responsible for the work of the squadron. Second, in the investigation of the squadron leader, we should pay attention to the overall construction of the squadron rather than just taking charge of the work. The third is to carry out in-depth activities of "striving for advanced squadrons" in accordance with the regulations, and enhance the collective sense of honor of the squadron's military and political officials. The fourth is to carry out the activity of striving to be "a pair of good officials" and enhance the sense of unity and cooperation of the squadron's military and political officials. Fifth, in daily documents and speeches, we should standardize the language, mention more "double officials" and try not to mention "squadron leader" or "number one".
