After understanding the situation, the Liberation Urban Management Law Enforcement Squadron attached great importance to it, and the law enforcement team immediately rushed to the scene and found that there was a construction phenomenon, so further investigation was launched.
It is understood that the third and fourth phases of Jiayuan City under construction were undertaken by Jiayuan Construction Engineering Co., Ltd., and concrete was poured on the foundation of Building 4 1 Jiayuan City on1October 8, with an engineering quantity of about 1000 cubic meters. Because of the large amount of work and the fact that the construction site is against the wall, it is impossible to use two pumps, and because the company fails to send personnel to the relevant departments to handle the night construction permit procedures, it is impossible to stop the construction, which will cause residents to complain about illegal construction.
According to the relevant person in charge of the Liberation Urban Management Law Enforcement Squadron, the night construction must be applied to the environmental protection department in advance, and the environmental protection department will conduct an audit according to the needs of the project. If it is really because the construction process needs to be carried out at night, the construction unit will post an announcement to the surrounding residents before the construction. In view of the fact that Jiayuan Construction Engineering Co., Ltd. violates the provisions of the first paragraph of Article 30 of the Law on the Prevention and Control of Environmental Noise Pollution in People's Republic of China (PRC) without approval, it is illegal to carry out night construction without approval. According to Article 56 and the reply of State Environmental Protection Administration (1997) No.639, the construction unit may be fined.
The relevant person in charge of the Law Enforcement Squadron of Jiefang Urban Management said that they will further intensify the investigation and punishment of night construction within their jurisdiction, seriously and promptly handle residents' complaints and reports, extend the night law enforcement time, increase the night duty force, and open a 24-hour complaint hotline to ensure residents have a quiet living environment.
