Based on the business area of the enterprise applying for environmental protection procedures, for enterprises with an area of 5,000 square meters or more, whether they are involved in painting or not, a report form should be made, and an environmental impact assessment report should be made by a third party organization. After the environmental protection department passes the acceptance, it will issue relevant documents to prove that the operator is legal;

Less than 5000 square meters, fill in the registration form, enterprises (business households) to obtain environmental protection registration number, legal operation. Anyone involved in painting, no matter how big the area is, must comply with the Standard Requirements for Remediation of Volatile Organic Compounds (VOCs) in Automobile Maintenance Industry jointly issued by the Municipal Environmental Protection Bureau and the Transportation Bureau (De Huan Ban Zi [20 17] 138);

There should be three rooms for painting operation, among which the painting room, paint mixing room and grinding room meet the requirements of the specification. The grinding room needs to be built independently, and the three rooms must be sealed, equipped with anti-pollution equipment and facilities to ensure the normal operation of the equipment and facilities, reaching 90%;

First, the collection rate of waste gas containing volatile organic compounds reaches 90%, which is mainly manifested in the fact that when the door of the operation room is opened during operation, no irritating smell can be smelled. Two, the gas inlet and outlet of waste gas treatment facilities should be equipped with the installation position of testing equipment, and the concentration of volatile organic compounds at the outlet is 90% lower than that at the inlet.

Only hazardous waste disposal is involved, and the business area is more than 5,000 square meters. Fill in the report form and go through the EIA procedures; If it is less than 5000 square meters, fill in the registration form and obtain the registration number of environmental protection filing, which shall be determined by the transportation department.

Five, all kinds of automobile maintenance enterprises (business households) have been allowed to complete the environmental protection treatment such as painting and hazardous waste before the end of September. The above enterprises (households) are involved in environmental protection projects such as sheet metal painting and hazardous waste disposal. If the transportation department finds that the environmental protection is not up to standard, it will send a copy to the environmental protection department, which will issue a rectification notice and order it to complete the rectification before the end of September;

If the rectification is not completed within the time limit, starting from June 5438+ 10, the environmental protection department will issue a notice of suspension, the transportation department will revoke its business license, and the industrial and commercial department will copy the business license and the local government to shut down.

Six, all kinds of automobile maintenance enterprises (business households) without permission, the traffic department ordered to suspend business, have the will to continue to operate and agree to improve the relevant procedures, make a written commitment to suspend business for rectification. Seven, automobile maintenance enterprises (households) in violation of environmental protection laws and regulations, the environmental protection department shall be punished according to law. Hazardous waste treatment must implement the provisions of the five joint orders, which are uniformly stipulated by the state and may not be modified.
