Guide enterprises to arrange production reasonably, take vacations at different peaks, and stay on duty with pay. We will implement policies such as the stable return of unemployment insurance and vocational training subsidies, and guide enterprises not to lay off employees or to lay off fewer employees.
3. Appropriately raise subsidy standards and support industry training in medium and high-risk areas and key industries. Strengthen the employment scheduling guarantee mechanism for key enterprises, support enterprises with large demand for phased employment and enterprises with unsaturated production and more surplus personnel to carry out the adjustment of employment surplus and shortage, develop a number of temporary posts for epidemic prevention and community service, and encourage qualified places to give appropriate support to key enterprises with continuous production during the Spring Festival. Online and offline uninterrupted service, multi-frequency, sub-industry, sub-post special recruitment, strengthen the matching of people and posts and accurate service. Timely cash in the unemployment insurance benefits and temporary living allowances of qualified personnel, so as to avoid people in difficulty having nowhere to pursue them.
In addition, all localities will also organize "Spring Breeze Action" to promote migrant workers and other migrant workers to return to work in an orderly manner after the Spring Festival and stabilize local employment. Priority should be given to supporting key help targets such as poverty-stricken people and low-income people in rural areas, giving priority to stabilizing employment and helping the bottom.
