Article 33 The local organizations of this Association are: provincial committees, autonomous region committees and municipalities directly under the Central Government committees; Provincial (autonomous region) municipal committees, municipal district committees, regional committees and autonomous prefecture committees; County committees, county-level city committees and district committees of cities under provincial jurisdiction.
Article 34 The local members' meeting or members' representative meeting of the Association shall be held every five years, and it may be held in advance or postponed with the approval of the superior organization when necessary.
Local member congresses at all levels shall be convened by committees at the same level. The number of deputies to the Congress and the method for their formation shall be decided by the Committee at the same level or the Standing Committee.
Article 35 The functions and powers of local member congresses or member congresses at all levels are:
(a) to implement the resolutions and tasks of the National Congress, the Central Committee and higher organizations;
(two) to hear, consider and approve the report of the Committee at the corresponding level;
(three) to discuss and decide on major issues of the Committee at the same level;
(4) Electing committees at the same level.
Article 36 The term of office of local committees at all levels is five years. If the general meeting or representative meeting at the same level is held in advance or postponed, its term of office will also change accordingly.
The number of members of local committees at all levels shall be proposed by the Committee at the next higher level or the Standing Committee and reported to the organization at the next higher level for approval.
The plenary session of local committees at all levels shall be held once a year, convened by local committees or standing committees, and may be held in advance or postponed if necessary.
The first meeting of the new local committees at all levels shall be presided over by the convener of the presidium.
Article 37 Local committees at all levels shall lead and represent local organizations at the same level when the general assembly or the general assembly is not in session.
The functions and powers of local committees at all levels are:
(a) to hear, consider and approve the report of the Committee or the Standing Committee at the corresponding level;
(two) to discuss and decide on major issues of the organization at the corresponding level;
(three) to elect the chairman, vice chairman and standing committee members of the committee at the corresponding level;
(four) when necessary, the minority members at the same level may be adjusted with the consent of the organization at the next higher level.
Thirty-eighth local committees at all levels have a chairman and several vice-chairmen, who are elected by the plenary session of the Committee at the corresponding level and reported to the organization at the next higher level for approval. The term of office of the Chairman and Vice-Chairman is the same as that of the current Committee.
Article 39 Local committees at various levels may set up standing committees when necessary. The Standing Committee is elected by the plenary session of the Committee at the same level, and its term of office is the same as that of the current Committee.
The Standing Committee shall exercise the functions and powers of the Committee when the plenary session of the Committee at the corresponding level is not in session.
The chairmen and vice-chairmen of local committees at all levels are the chairmen and vice-chairmen of the standing committees at the same level.
The chairmen and vice-chairmen of local committees at all levels form a chairman's meeting to lead the daily work of the Committee. The meeting of directors shall be convened and presided over by the chairman.
Article 40 Local committees at various levels may, when necessary, have secretaries-general, who shall be nominated by the directors' meeting and appointed by the standing committee at the same level (if there is no standing committee, they shall be appointed by the committee at the same level) and submitted to the organization at the next higher level for approval.
Local committees at all levels may set up deputy secretaries-general and necessary working departments as required. The person in charge of each work department shall be produced according to the provisions of the Civil Service Law of the State, appointed by the chairman's meeting, and notified to the standing committee at the same level (if there is no standing committee, the committee at the same level shall be notified).
Set up several special committees as needed. The establishment of its organization and the election of its director shall be decided by the Standing Committee at the same level (if there is no Standing Committee, it shall be decided by the Committee at the same level).
