Procedures for handling the birth permit:
1. During pregnancy, both husband and wife should go to their unit or village (neighborhood) committees for pregnancy registration, and specialized cadres should publicize the relevant provisions of the family planning regulations and issue birth certificates.
2. Both husband and wife shall fill in the basic information on the registration form as required, and submit the required materials to the applicant or the village (neighborhood) committee for family planning (hereinafter referred to as the village-level committee for family planning) after their units or village (neighborhood) committees sign their opinions and affix their seals.
3. Village-level professionals or themselves shall bring the materials listed in the preceding paragraph to the issuing authority for the birth certificate within 10 working days.
4, the issuing authority shall, within 5 working days after receiving the application, verify the authenticity of the materials submitted by village experts, and issue a birth certificate. If it is difficult to determine the authenticity of the materials, it shall investigate and verify, and decide whether to issue the birth certificate within 10 working days after receiving the application. If a birth certificate is not issued, the reasons shall be explained in writing.
5. Village-level professionals shall send the birth certificate, marriage certificate, household register, resident identity card or reasons for not issuing birth certificate to both husband and wife within 3 working days after the issuing authority makes a decision.
