But why are the five major urban areas not the south of the city but the Hu Hai New District? Hu Hai New District can only be regarded as a newly developed area. But now it is not recognized by the public: they will tell you that Xining has five main urban areas (Chengzhong District, Chengdong District, Chengxi District, Chengbei District and Chengnan District).
