The "Implementation Opinions on Building a Demonstration Base for Mass Entrepreneurship and Innovation" clearly puts forward that it is necessary to promote the development of innovative and entrepreneurial enterprises, build a support platform for dual innovation, and promote the construction of dual innovation demonstration bases in different categories, and put forward the construction objectives and key points of various demonstration bases.

First, the regional demonstration base should focus on the gathering area of entrepreneurial innovation resources, focus on promoting the construction of service-oriented government, improve the policies and measures of dual innovation, expand the sources of venture capital, build an entrepreneurial innovation ecology, and strengthen the construction of dual innovation culture.

Second, demonstration bases of universities and scientific research institutes should fully tap human technical resources, promote the transformation of talent advantages and scientific and technological advantages into industrial advantages and economic advantages, focus on improving the training and flow mechanism of entrepreneurial talents, accelerate the transformation of scientific and technological achievements, build a support system for college students' entrepreneurship, and establish and improve a dual-innovation support service system.

Third, the enterprise demonstration base should play the core role of leading enterprises with outstanding innovation ability, strong entrepreneurial atmosphere and strong resource integration ability, focus on building an enterprise management system suitable for entrepreneurial innovation, stimulate the creativity of enterprise employees, expand investment and financing channels for entrepreneurial innovation, and open up entrepreneurial innovation resources.
