In fact, the eight-hour work system was first put forward by utopian socialist robert owen in August 18 17. He also put forward a slogan, "8 hours of work, 8 hours of leisure and 8 hours of rest".

Robert owen was one of the most accomplished industrialists in Britain from 65438 to the beginning of 09 century, and also an outstanding management pioneer, utopian socialist and philanthropist. Owen conducted unprecedented experiments in several textile mills in Scotland from 1800 to 1828.

After World War I, the 8-hour working system was recognized by the International Labour Conference in June 19 19. After that, capitalist countries were forced to confirm the eight-hour working day one after another. After the founding of People's Republic of China (PRC), China also implemented this system.
