Chapter I General Provisions
Article 1 The name of this Association is China Fisheries Society (hereinafter referred to as this Association). English translation of china society of fisheries (CSF).
Article 2 This Association is an academic, non-profit social organization in which fishery and fishery-related scientific and technological workers in China voluntarily participate. It is an enterprise legal person registered according to law, a bridge and link between the party and the government and the vast number of aquatic science and technology workers, and an important social force for the development of science and technology in the country.
Article 3 The purpose of this Association is: under the guidance of Deng Xiaoping Theory and the Party's basic line, unite and mobilize aquatic science and technology workers to focus on economic construction, adhere to the idea that science and technology are the primary productive forces, implement the strategy of rejuvenating the country through science and education and sustainable development, promote the prosperity and development of aquatic science and technology, promote the popularization and promotion of aquatic science and technology, promote the growth and improvement of aquatic science and technology talents, promote the combination of aquatic science and technology with economy, and serve the construction of socialist material civilization and spiritual civilization; Reflect the opinions of aquatic science and technology workers, safeguard the legitimate rights and interests of aquatic science and technology workers and serve them; Give full play to the characteristics of cross-sectoral and cross-industry and make contributions to accelerating the realization of China's socialist modernization. The activities of this association abide by the Constitution, laws and national policies, and abide by social morality. Adhere to the principle of democratic organization and the policy of "letting a hundred flowers blossom and a hundred schools of thought contend". Advocate the free discussion of various academic viewpoints and the spirit of "dedication, innovation, truth-seeking and cooperation"
Article 4 This Association accepts the professional guidance, supervision and management of the competent business unit, China Association for Science and Technology, affiliated unit, Ministry of Agriculture and registration administration organ, Ministry of Civil Affairs.
Article 5 The meeting place of this Association is located in Beijing.
Chapter II Scope of Business
Article 6 The business scope of this Association is as follows:
1. Organize academic exchanges at home and abroad. Organize various forms of academic conferences, lectures, exhibitions, scientific and technological investigations and other activities to promote friendly exchanges and scientific and technological cooperation between domestic and foreign scientific and technological groups and workers from Hong Kong, Macao and Taiwan.
Two, the dissemination of scientific ideas and methods, the popularization of aquatic science knowledge, promote advanced aquatic science and technology; Carry out activities to spread aquatic science and technology to young people.
Three, to carry out scientific demonstration of aquatic products, and put forward policy suggestions.
Four, provide domestic and foreign aquatic science and technology and information consulting services, and promote the transformation of scientific and technological achievements.
Five, accept the entrustment, undertake project evaluation, achievement appraisal, quality certification, professional and technical post qualification evaluation and other work.
Six, to carry out continuing education and training of aquatic science and technology.
Seven, recommend outstanding talents, commend and reward outstanding aquatic science and technology workers.
Eight, organize the publication of aquatic academic journals, popular science books and audio-visual products.
Nine, the establishment of economic entities according to law.
Ten, to undertake other matters entrusted by the fishery administrative department.
Chapter III Members
Article 7 Members of this Association are divided into individual members and unit members. Individual members include ordinary members, senior members, student members and foreign members.
Article 8 Anyone who recognizes the articles of association and meets one of the following conditions may apply to become an individual member or unit member of the association.
First, ordinary individual members:
1, assistant researcher, lecturer, engineer, technician and other aquatic products and aquatic products-related scientific and technological workers with intermediate or above titles;
2. Science and technology workers who have obtained a master's degree or above;
3. Graduates from institutions of higher learning who have worked in aquatic products or scientific research, production, teaching, business units, scientific and technological organizations and management departments for more than three years and have a certain academic level; Scientific and technological workers who have graduated from colleges and universities but have rich practical experience;
4. Managers who enthusiastically and actively support the activities of the Association and engage in fishery science and technology-related work.
Second, senior members:
Scientific and technological workers or managers who have been engaged in fishery scientific research, education, technology popularization and management for a long time, have senior technical titles or equivalent academic level, are enthusiastic about learning and actively participate in learning activities.
Third, student members:
Senior students majoring in aquatic products or aquatic products in colleges and universities.
Four. Foreign member:
Foreign aquatic scientists, professors and engineers with high academic achievements.
Five, unit members:
1, local fisheries society;
2. All scientific and technical personnel who are related to the professional scope of the Association and have a certain number are willing to participate in the relevant activities of the Association and support the scientific research, teaching, production, management and other enterprises and institutions of the Association and relevant academic groups.
Article 9 Membership procedures:
Individual ordinary members must apply for membership in person, and report to the secretariat of the association for approval after being audited by the society or branch of the association in the province, city and autonomous region where they are located.
Student members must apply for membership on their own, and report to the secretariat of our association for approval after unified examination by their schools.
Senior members, foreign members and unit members must apply directly to the secretariat and branches of the association and report to the chairman of the association for approval.
The membership card shall be uniformly distributed by the secretariat of the Association.
Article 10 Members shall enjoy the following rights
First, ordinary members:
1, have the right to vote, be elected and vote;
2. Have the right to suggest, criticize and supervise the work of this Association;
3. Priority and preferential participation in various academic conferences and other academic activities;
4. Give priority to the use of our publications and academic materials;
5. Give priority to publishing academic papers and scientific research results in the journals published by the Association;
6. Freedom of voluntary participation and withdrawal.
Second, senior members:
In addition to enjoying the rights of ordinary members, priority is given to participating in international academic conferences and scientific investigations; Give priority to the demonstration, consultation, evaluation, academic lectures and other activities organized by the Society.
Third, student members:
1, have the right to suggest and criticize the work of this association;
2. Priority and preferential participation in various academic conferences and other academic activities;
3. Give priority to the use of our publications and academic materials;
4. Give priority to publishing academic papers and scientific research results in the journals published by the Association;
5. Freedom of voluntary participation and withdrawal.
Fourth, the unit members:
1, giving priority to and preferential participation in relevant activities of the Association;
2. Priority and preferential access to relevant academic materials of the Association;
3. Free reading of academic journals of the Association;
4. Give priority to the technical and information consulting services of the Association;
5. Give priority to projects within the business scope of the Association;
6. Freedom of voluntary participation and withdrawal.

1, preferential or free access to academic publications and related materials published by the association;
2. Invited to participate in domestic or international academic conferences organized by the Association in China;
3. Freedom of voluntary participation and withdrawal.
Article 11 Members shall perform the following obligations:
1. Abide by the articles of association of this Association and implement the resolutions of this Association;
Second, safeguard the legitimate rights and interests of this association;
Third, complete the work assigned by this association;
Four, to participate in the activities organized by the association, and actively reflect the situation to the association and provide relevant information;
5. Pay the membership fee as required.
Article 12 A member who withdraws from the club shall notify the club in writing and return his membership card.
If a member fails to pay the membership fee or participate in the activities of the association for one year without justifiable reasons, it will be regarded as automatic withdrawal.
Thirteenth members in any of the following circumstances, the secretariat shall report to the presidium for approval and be removed.
1. Failing to fulfill membership obligations for a long time;
2. Seriously violating the Articles of Association or damaging the reputation of the Association, and persisting in not changing it;
Chapter IV Creation and Dismissal of Organizational Structure and Person in Charge
Article 14 The highest authority of this Association is the National Congress of the members, and the representatives of the members are democratically elected by the members. The functions and powers of the members' congress are:
1. Formulate and modify the articles of association of this Association;
2. Review and approve the work report and financial report of the Council;
3. Elect directors to form a new Council of the Association;
Fourth, recall directors;

6. Decide on the termination of this Association;
7. Decide on other important matters of the Association.
Fifteenth members' congress can only be held when more than two thirds of the members' representatives are present, and its resolutions can only take effect when more than half of the members' representatives are present.
Article 16 The National Congress of Members shall be held every four years. If the meeting needs to be held in advance or postponed due to special circumstances, it shall be voted by the Council or the Standing Council, reported to the competent business unit for review, and approved by the registration authority. However, the extension shall not exceed one year at the longest.
Article 17 The Council is the executive body of the Association, which leads the Association to carry out its daily work when the members' congress is not in session and is responsible to the members' congress.
Article 18 The functions and powers of the Council are:
First, the implementation of the resolutions of the member congresses;
2. Elect and recall the chairman, vice chairman, executive director and secretary general;
3. Decide to set up offices, branches and publications;
Four, decide the deputy secretary general, the main person in charge of branches and publications;

6. Formulate the internal management rules and regulations of the Association;
Seven, report the work and financial situation to the members' congress;
Eight, review awards and recognition;
9. Decide on other important matters of the Association.
Article 19 The Council shall hold a meeting once a year, which may be held by means of communication.
In principle, the board of directors can only be convened when more than two thirds of the directors are present, and its resolutions can only take effect when more than two thirds of the directors are present to vote.
Article 20 The Association shall establish a standing council. When the Council is not in session, the Standing Council exercises the functions and powers of Article 18, items 1, 3, 4, 5, 6, 8 and 9, and is responsible to the Council.
Twenty-first meetings of the Standing Council are generally held once every six months, and can be held by means of communication under special circumstances.
The Standing Council shall be convened only when more than two thirds of the executive directors are present, and its resolutions shall take effect only when more than two thirds of the executive directors present vote.
Article 22 The chairman, vice-chairman and secretary-general of this Association shall meet the following requirements:
First, adhere to the party's line, principles and policies with good political quality;
Second, it has great influence in the business field of this association;
3. The maximum working age is no more than 70 years old. Those who are over the maximum working age can only take up their posts after being approved by the Council, reported to the competent business unit for examination and approved by the association registration administration organ.
Fourth, be healthy and be able to stick to normal work;
5. Never deprived of political rights;
6. Have full capacity for civil conduct.
Article 23 The term of office of the Chairman, Vice-Chairman and Secretary-General of this Association is four years. Re-election shall not exceed two terms. If it is necessary to extend the term of office due to special circumstances, it must be voted by more than two-thirds of the members' representatives at the members' congress, reported to the competent business unit for review, and approved by the registration and management authority of the association before taking office.
Article 24 The chairman of this Association shall exercise the following functions and powers:
1. Convene and preside over the Council and the Standing Council;
Two, check the implementation of the resolutions of the members' congress, the Council and the Standing Council;
Three. Sign relevant important documents on behalf of the association.
Article 25 The legal representative of this Association shall be a full-time secretary-general. The legal representative shall not concurrently serve as the legal representative of other organizations.
Article 26 The Secretary-General shall exercise the following functions and powers:
I. Preside over the daily work of the office and organize the implementation of the annual work plan;
Second, coordinate the work of various departments;
3. Nominate the Deputy Secretary-General and the principal responsible person of the branch, and submit them to the Council or the Standing Council for decision;
Four, decide on the employment of full-time staff in the office;

6. Handle other daily affairs of the Association.
Article 27 The former chairman, vice-chairman or famous scientist who has made great contributions to the Association may be appointed as honorary chairman, honorary vice-chairman and consultant of the Association after discussion and approval by the Standing Council.
Twenty-eighth professional committees and research institutes established by the association according to the needs of carrying out business activities are part of the association and do not have legal person status. Professional committees and research associations shall carry out activities within the scope authorized by the association in accordance with the articles of association.
Chapter V Principles of Asset Management and Use
Twenty-ninth sources of funds of the Association:
1. membership fee;
Second, donations;
Third, state funding;
4. Income from activities or services provided within the business scope;
5. interest;
6. Other lawful income.
Article 30 The Association shall set up a special fund to commend outstanding papers and projects that reward academic exchanges and the popularization of science and technology.
Article 31 the funds of this association can only be used for the business scope and career development as stipulated in the articles of association, and shall not be distributed among members.
Article 32 The offices of this Association shall establish a strict financial management system to ensure the legality, truthfulness, accuracy and completeness of accounting information.
Article 33 An association shall be equipped with accountants with professional qualifications. Accounting personnel shall not concurrently serve as cashiers. Accountants must conduct accounting and exercise accounting supervision. When an accountant transfers his job or leaves his post, he must go through the handover procedures with the recipient.
Article 34 The asset management of this Association shall implement the financial management system stipulated by the state and accept the supervision of the members' congress and the financial department. Where the source of assets belongs to state grants or social donations or subsidies, it shall be subject to the supervision of audit institutions and the relevant information shall be announced to the public in an appropriate way.
Article 35 No unit or individual may occupy, privately divide or misappropriate the assets of this Association.
Article 36 Before changing its members or legal representatives, an association must accept the financial audit organized by the registration authority and the competent business unit of the association.
Article 37 The wages, insurance and welfare benefits of the full-time staff of this Association shall be implemented with reference to the provisions of relevant state institutions.
Chapter VI Procedures for Amending the Articles of Association
Article 38 The amendment to the Articles of Association shall be submitted to the members' congress for deliberation after it is approved by the Standing Council.
Article 39 The revised articles of association of this Association shall come into effect after being adopted by the members' congress, deliberated and adopted by the competent business unit and reported to the registration authority of this Association for the record.
Chapter VII Termination Procedure and Property Disposal after Termination
Article 40 If an association has completed its purpose or is dissolved or needs to be revoked due to division or merger, the Council or the Standing Council shall propose a termination motion.
Article 41 The motion to terminate the association must be approved by the members' congress and submitted to the competent business unit for examination and approval. Termination after the cancellation of registration by the association registration management department.
Forty-second before the termination of this association, a liquidation organization shall be established under the guidance of the competent business unit and relevant authorities to clean up the creditor's rights and debts and deal with the aftermath. During the liquidation period, stop activities other than liquidation.
Article 43 The remaining property after the termination of this Association shall be used for the development of undertakings related to the purposes of this Association under the supervision of the competent business unit and the registration administration organ of this Association in accordance with the relevant provisions of the state.
Chapter VIII Supplementary Provisions
Article 44 The Articles of Association was adopted by the National Congress on June 6, 2006.
Article 45 The branches of this Association may formulate working rules or detailed rules according to the articles of association, which shall be implemented after being approved by the Standing Council.
Article 46 The right to interpret the Articles of Association belongs to the Standing Council of the Association. Article 47 The Articles of Association shall come into force as of the date of approval by the association registration authority.
