We should persist in focusing on the center, serving the overall situation, broadening the fields and strengthening the functions, further consolidate and strengthen the Party's grass-roots organizations, strive to expand the coverage and enhance the vitality, so that the Party's grass-roots organizations can better play their roles in promoting development, serving the masses, rallying people's hearts and promoting harmony, and make party member keep in mind its purpose and care for the masses.

(1) Expand the coverage of grassroots party organizations. We will comprehensively promote the construction of grass-roots party organizations in all fields, realize the social coverage of party organizations and the Party's work, and ensure that where there are people, there are party organizations, and where there are party organizations, there is a sound organizational life, giving full play to the role of party organizations.
