Article 3 Non-commissioned officers are divided into command and management non-commissioned officers, professional and technical non-commissioned officers, command and technical non-commissioned officers and ordinary post non-commissioned officers according to the nature of work and post responsibilities. Article 15 The selection of non-commissioned officers shall adhere to the principles of handling affairs according to law, paying attention to quality, being open and fair, and selecting candidates on the basis of merit, and be conducted in strict accordance with the plans, conditions and procedures for compiling the selection, as well as the prescribed time and examination and approval authority.
Article 16 The annual selection plan for noncommissioned officers shall be compiled by units at or above the regimental level according to the establishment and equipment of noncommissioned officers, reported step by step, and implemented after being approved by the headquarters. Units at the regiment (brigade) level shall, in the form of written notice, assign the selection indicators of non-commissioned officers issued by superiors to grass-roots units at one time, and inspect and supervise the selection of non-commissioned officers in grass-roots units, and promptly correct any problems found.
