The National Quality Engineering Award was established in 198 1. It is the earliest, highest-specification, cross-industry and cross-specialty national quality award in the field of engineering construction in China determined by the State Council, and awarded the National Quality Engineering Gold Award to outstanding winners. The competent unit is the National Development and Reform Commission. The organizer is China Construction Enterprise Management Association.

Luban Award for Chinese Construction Engineering, referred to as Luban Award for short, is an award directed by the Ministry of Housing and Urban-Rural Development of the People's Republic of China and selected by China Construction Industry Association. It is the highest honor award for engineering quality in China construction industry.

2, the content is different

The selection scope of the National Quality Engineering Award covers metallurgy, nonferrous metals, coal, petroleum, petrochemicals, chemicals, electric power, water conservancy, nuclear industry, forestry, aerospace, building materials, railways, highways, municipal administration, water transport, communications, housing construction, etc., and runs through all aspects of engineering construction. Reward targets include survey and design, construction, supervision and other construction units and related enterprises involved in the project construction.

The Luban Award is selected once a year, and the amount of winning projects is 80, of which public construction projects account for 45%; Industry, transportation and water conservancy projects account for 35%; Municipal and landscape engineering accounts for 8%; Residential projects account for 12%.

3. Different purposes

The establishment of national high-quality projects advocates the spiritual concept of "pursuing Excellence and casting classics", and the evaluation pays attention to the comprehensive and systematic management of project quality.

Engineering quality mainly includes engineering survey, design quality, construction quality and supervision quality. By commending the winning projects, the construction unit is encouraged to organize and supervise the enterprises participating in the survey, design, supervision and construction, so as to ensure the economic and social benefits of the project quality and investment with comprehensive, systematic, scientific and economical project quality management concepts and effective management methods.

China Construction Industry Association has partially adjusted the selection method of Luban Award, making it clear that residential projects must be completed, including decoration, and the declared projects must be excellent at one time. Single residential projects in residential quarters cannot be declared, and the scale of power, transportation and water conservancy projects has been adjusted.

The winning project of the National Quality Engineering Award shall meet the following conditions:

(1) The construction procedures are legal and compliant, and the commitments are kept.

(two) the goal of creating excellence is clear, the plan of creating excellence is reasonable, and the quality management system is sound.

(three) the design level is advanced, and it has won the excellent design award at the provincial (ministerial) level or the excellent design achievement of the engineering construction project evaluated by the Chinese Enterprise Association.

(four) won the highest quality award at the provincial (ministerial) level in the project location or industry, see Annex 2 for the specific list.

(five) scientific and technological innovation reached the domestic advanced level in the same period, and won the provincial (ministerial) level scientific and technological progress award or scientific and technological demonstration project.

(VI) Implement the concept of green construction, and the main economic and technical indicators of energy conservation and environmental protection have reached the domestic advanced level in the same period.

(seven) through the completion inspection and acceptance and put into use for more than one year but less than four years. Among them, the residential project has been put into use for three years after its completion, and the occupancy rate is above 90%.
