Building a well-off society in an all-round way is the overall strategic goal, comprehensively deepening reform and comprehensively promoting the rule of law are "one bird with two wings, one car with two wheels", and strictly administering the party in an all-round way is the fundamental guarantee for smoothly advancing all work. To lead the people of the whole country to build a well-off society in an all-round way and realize the goal of "two hundred years" and the Chinese dream of the great rejuvenation of the Chinese nation, the party must first adhere to the comprehensive and strict management of the party, do a good job in its own construction, and forge a strong leadership core. At present, the problem of lax party management is still outstanding, and some grassroots organizations are lax in discipline, weak and lax, and lack combat effectiveness; Some party member cadres' ideals and beliefs are shaken, and their sense of purpose is weak. Formalism, bureaucracy, hedonism and extravagance are prominent; Bad habits such as running officials and wanting officials, and engaging in "small circles" are prevalent. The existence of these problems is a very important reason why the responsibility of managing the party is unclear and the implementation is not in place. The responsibility is unclear, not implemented, and not accountable. It is empty talk to strictly manage the party in an all-round way. At present, only by clarifying the main responsibility of party committees at all levels to manage the party and strictly manage the party can we solve our outstanding problems, make our party always the backbone of the people of the whole country, and lead the broad masses of the people to achieve our grand goals.
(2) Implementing the main responsibility of the Party Committee is an urgent need for the development of the anti-corruption situation. At the Fifth Plenary Session of the 18th Central Commission for Discipline Inspection, the General Secretary of the Central Committee pointed out that the situation of the anti-corruption struggle was still severe and complicated, mainly because there was no overwhelming victory in achieving the goal of not corrupting, not corrupting and not wanting to corrupt. Judging from the degree of corruption, corruption tends to be serious, systematic corruption and collapse corruption continue to occur, and the problem of "small officials are greedy" is very prominent, especially in the high-pressure anti-corruption situation, some people still commit crimes against the wind and go their own way. In terms of characteristics, it is "complicated". Regional corruption and territorial corruption are intertwined, and corruption in employing people and using power coexist, and there is collusion inside and outside the system, power and money transactions and power and color transactions coexist, and interests are intertwined. Corruption and political issues penetrate each other, which seriously harms the leadership and unity of the party. Building a clean and honest party style and fighting against corruption is a struggle that we can't afford to lose. At present, the soil that breeds corruption still exists, and corruption and anti-corruption are in a stalemate. It is more urgent and important than ever to implement the main responsibility. The grim situation and arduous tasks require party committees at all levels to shoulder the main responsibility, unify their thoughts and actions with the central government's judgment and strategic deployment of the anti-corruption situation, earnestly enhance their sense of responsibility and urgency, maintain strong political determination, strictly manage the party, gather the strength of the whole party, and resolutely win the tough battle against corruption.
(3) It is the unshirkable responsibility of the Party Committee to implement the main responsibility. Party constitution clearly stipulated: "Party committees at all levels should make overall plans to promote the Party's ideological construction, organizational construction, work style construction, anti-corruption construction and system construction, and comprehensively improve the scientific level of Party building. The party's discipline inspection committees at all levels assist the party committees in strengthening the party's work style and organizing and coordinating anti-corruption work. It is clear that building a clean and honest party style is a matter for the Party committee. The Central Committee's "Provisions on Implementing the Responsibility System for Building a Clean and Honest Party Style" clearly requires that the implementation of the responsibility system for building a clean and honest party style should adhere to the unified leadership of the Party Committee. The General Secretary of the Central Committee has repeatedly stressed that party committees at all levels should regard party building as their greatest achievement. This is a clear requirement put forward by the central government for the main responsibility of the party Committee's party style and clean government construction, and it is also the return of the party Committee's work and a statutory responsibility.
Second, some problems existing in the implementation of the main responsibility at present
Since last year, the central government has paid close attention to the implementation of the main responsibility. Ningxia conscientiously implemented the requirements of the central authorities, studied and formulated the "Implementation Opinions on Implementing two responsibility", conducted pressure step by step and strengthened measures, which effectively promoted the implementation of the "two responsibility". But there are still five questions.
(1) Pressure transmission is not in place. The sense of responsibility is decreasing layer by layer, showing the phenomenon of "warming up and cooling down", especially below the municipal level. The initiative and consciousness of implementing the main responsibility are not strong, and there are not many specific actions and measures, which are still in the stage of learning, understanding and expressing opinions. Some leading cadres don't want to be good people, while others just talk and don't practice, so they can't catch them.
(2) The phenomenon that "the slogan is shouted to the Party Committee and the work is still in the Commission for Discipline Inspection" is still relatively common. At present, the atmosphere of implementing the main responsibility has been formed, and the slogan is very loud. However, in actual work, some places have a weak sense of responsibility, and they are not hands-on in implementing and promoting the work. Most of the work of implementing the main responsibility is still undertaken by the Commission for Discipline Inspection. The superior will check and assess, simply arrange personnel to fill in files, write work reports, and respond passively.
(3) The main responsibility is implemented in a single way. In recent years, the main ways to implement the responsibility system for party style and clean government construction in various places are meetings, countersigning, lectures, opinions and general requirements. Single work methods, habits and other superior documents are copied and copied, and the main responsibility is implemented with "document implementation responsibility". Now there are fewer documents issued by superiors, and some comrades don't know how to implement the responsibility. Some leading cadres, especially newly promoted leading cadres, do not know much about the relevant provisions on the responsibility of building a clean and honest party style and lack implementation.
Lack of effective working mechanism. In some places, although the system of lower-level party committees reporting their work to higher-level party committees and disciplinary committees and reporting on their work and honesty has been initiated, it is often based on impressions, oral statements and reading materials, which is general and lacks pertinence and effectiveness. The assessment work lacks specific quantitative standards and index system, and the ability to find problems is not strong, which can not fully and accurately reflect the implementation of the responsibility system.
(5) accountability is lost in breadth and soft. In some places, accountability is afraid of affecting unity and engaging in blind internal "unity." Some accountability exists vulgarization and generalization. In some places, accountability is neither itchy nor painful, and the means of accountability are often limited to informed criticism, admonishing conversation and organizational handling, and less disciplinary sanctions are given to the party and government.
Three, to implement the main responsibility to grasp several key points.
(1) Strengthen responsibility awareness education. It is the premise and foundation to implement the main responsibility and enhance the sense of responsibility. At present, there are some problems in implementing the main responsibility. One of the important reasons is that some leading cadres have a weak sense of responsibility and a backward concept. It is necessary to regard the education of subjective responsibility consciousness as an important content of cadre education and training at all levels, party member training and rotation training for secretaries of grass-roots party organizations, as a compulsory course for leading cadres in party member, especially party committee (party group) secretaries, and as an important content for the central group of party committees (party groups) to learn, effectively enhance the subjective responsibility consciousness of party organizations and leading cadres at all levels, and consciously assume the primary responsibility of doing a good job in party building and managing the party.
(2) Strengthen the responsibility of the "number one". The key to implementing the main responsibility is to strengthen the responsibility of the "number one". The main responsibility includes the collective responsibility of the leading group, the first responsibility of the party Committee (party group) secretary, and the "one post and two responsibilities" of the team members. Only by insisting on grasping the secretary, letting the "number one" really take responsibility and fulfilling the responsibility of the party's first responsible person, can the party organization team and team members fulfill their responsibilities wholeheartedly and wholeheartedly. The Party should strictly manage the Party, put the construction of a clean government in a prominent position, and meet the requirements of simultaneous consideration, deployment, implementation and inspection with economic construction, reform and development, and stability.
(3) Do a good job in implementing key responsibilities. To implement the main responsibility, we must find the focus and breakthrough, and promote the implementation of comprehensive responsibility with the implementation of key responsibilities. First of all, discipline should be established and strengthened. Put discipline in front of the law, combine the educational activities with the theme of "three strictness and three realities" and "observing discipline and stressing rules", strengthen the implementation of discipline, strictly investigate violations of discipline, and control the majority with a ruler of discipline. Second, we should correctly select and use cadres. Adhere to the standards of selecting and appointing people, strictly manage and supervise cadres, not only by voting, but also by selecting "competent officials" and "honest officials" with excellent talents, and seriously investigate and deal with unhealthy practices and corruption in selecting and appointing people. Third, we must promote the normalization of work style construction. Adhere to the most stringent standards and measures to correct the "four winds", safeguard the interests of the masses and prevent the "four winds" from rebounding. Fourth, we should actively lead and support law enforcement agencies to investigate and deal with cases of violation of discipline and law. Insist on punishing corruption with zero tolerance and resolutely curb the spread of corruption. Fifth, strengthen the restriction and supervision of power. Tighten the cage to standardize the operation of power, intensify the investigation and punishment of violations of system regulations, and strive to eliminate the "elastic space" and "dead zone" of system implementation.
(4) Establish and improve the working mechanism. Establish and improve the responsibility decomposition mechanism and transmission mechanism. Divide the main responsibilities at different levels, scientifically divide the responsibility boundaries of leading bodies, party organization secretaries and team members, clarify the relevant requirements for the main responsibilities and performance of the lower-level party organizations, and ensure that the work is grasped, the problems are managed, and the responsibilities are borne. Establish a responsibility transmission mechanism with organic interaction between the upper and lower levels, improve relevant systems according to the principle of "who is in charge and who is responsible", and transmit pressure at different levels through interviews, listening to reports, individual guidance, and work inspection. , compaction responsibility.
(5) Strengthen accountability and investigate serious responsibilities. Without accountability, responsibility cannot be implemented. An important reason why some party organizations and leading cadres' main responsibilities are not in place and their responsibilities are difficult to implement is that accountability is not in place. It is necessary to highlight accountability, so that responsibility is not implemented and accountability is not in place to become the new normal. Whoever fails to implement the main responsibility will be investigated. It is necessary to adhere to the principle of "double investigation of one case", and investigate the responsibility of both the parties and the relevant leaders. The main responsible persons, whether they are current or have been transferred or promoted, should be investigated and held accountable, so as to achieve the alert effect through accountability.
