On September 1, 2004, the 56th General Assembly of the World Association of Horticultural Producers (AIPH) officially approved Shenyang to host the "2006 World Horticultural Expo" , a category A2+B1 professional international exhibition, the exhibition will be held from May 1 to October 31, 2006, with an exhibition period of 184 days. The organizers are the Liaoning Provincial People's Government, the Ministry of Construction of the People's Republic of China and the People's Republic of China Organized by the Ministry of Commerce of the People's Republic of China, China Council for the Promotion of International Trade, China Flower Association, and Shenyang People's Government, and co-organized by the Chinese Landscape Architecture Society and the China Parks Association, it is located in the Qipanshan Tourism and Leisure Resort in Shenyang, China.

The "World Horticultural Exhibition" is constructed with the completed southern area and the northern area under development and construction of Shenyang Botanical Garden as the core area, and expands to the east and south. The total planned area is more than 5 square kilometers. It is the largest among all "World Horticultural Expositions". It occupies the largest area.

The construction of the "World Horticultural Exposition" will be divided into two major sections, namely the horticultural viewing area and the leisure and entertainment area. Specifically, it consists of four parts:

First, horticultural display. This is the main body and core of the Expo, which will be creative and creative based on meeting the requirements of AIPH. The construction content also includes the main entrance square of the park, two outdoor national areas (international park and domestic park), two indoor exhibition halls (comprehensive hall and tropical rainforest hall), 20 thematic gardens, characteristic flower streets and green valleys.

The second is leisure and entertainment. That is, a leisure and entertainment area will be built in the expansion area on the east side of the botanical garden. Flowers, plants and trees will be used to create an environment for the leisure and entertainment area, so that garden art and leisure and entertainment can be organically combined to reflect another type of garden style. Its landmark building is a large performance square, which also includes agricultural estates with different national styles, large playgrounds, children's playgrounds, miniature groups of world landmark buildings, world style streets, dynamic cinemas and other leisure and entertainment facilities.

The third is comprehensive services. It will be integrated with the garden architecture as an organic whole, and the construction content includes a tourist reception center, a large parking lot, a tourist souvenir shop, a flower trading center, a food street, a cafe and a bar, etc.

The fourth is exhibition activities. It will attract domestic and foreign tourists by organizing various colorful activities. Including celebrations, museum day activities, theatrical performances, exhibitions and transactions, academic exchanges, competitions and awards, leisure and entertainment activities, etc.

The 2006 China Shenyang World Horticultural Exposition will be held in the Qipanshan International Scenic Tourism Development Zone in Shenyang. This area is 20 kilometers away from the urban area. Shenqi Highway (6 lanes), Ma-Song Highway, Jixi Adjustment Highway, Shenfu North Road and Shenfu Railway lines converge here, making the transportation very convenient.

The Qipanshan International Scenic Tourism Development Zone covers an area of ??190 square kilometers. It has beautiful scenery and countless sceneries. It is called "the original Chinese landscape painting" by Chinese and foreign tourists. The "World Horticultural Exhibition" was built in the development zone. The geometric center "Shenyang Botanical Garden" is based on the original site and consists of a core park of 2.46 square kilometers and a background area of ??5 square kilometers.
