Because Guanyin Bodhisattva has great compassion for the public, she can't become a Buddha because she can't reach the realm of nothingness. Taoism also pays attention to the word "nothing", believing that everything in the world can not be separated from nothing, from nothing to existence, from one million to ten thousand, from birth to death, that is, there is no me, I am the other, and there is no inaction on everything in the world. From this point of view, Lao Tzu said: I do nothing for the benefit of the people. If you are looking for material things, you will succeed as long as you work hard, but if you are looking for things in the spiritual field, hard work does not necessarily mean success. Everything depends on fate.
