Regulations of Sichuan Province on Education Supervision
Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the Education Law of the People's Republic of China, the Regulations on Education Supervision and other laws and regulations, and in combination with the actual situation in Sichuan, in order to ensure the implementation of education laws, regulations and rules and the national education policies, improve the quality of education, promote education equity, train talents and promote the development of education science. Article 2 These Regulations shall apply to the educational supervision of all kinds of education at all levels within the administrative area of Sichuan Province. Article 3 Educational supervision includes the following contents:

(a) the local people's governments at or above the county level shall supervise the relevant departments of the people's governments at the corresponding levels and the people's governments at lower levels to perform their educational duties according to law;

(two) the local people's governments at or above the county level shall supervise the education and teaching of schools at all levels and other educational institutions (hereinafter referred to as schools) under their jurisdiction;

(3) The local people's governments at or above the county level shall evaluate and monitor the development and quality of education within their respective administrative areas. Article 4 The implementation of educational supervision shall abide by laws and regulations, adhere to the national educational policy and follow the educational laws, which is conducive to improving the quality of education and teaching.

The implementation of educational supervision should adhere to objectivity and fairness, and pay equal attention to the supervision of the government's performance of education-related duties and the supervision of school education and teaching, and pay equal attention to supervision and guidance. Article 5 The local people's governments at or above the county level shall strengthen their leadership over educational supervision, clarify the educational supervision institutions, rationally allocate supervisors, and include the funds needed for educational supervision in the fiscal budget to ensure the independent and effective development of educational supervision. Sixth Provincial People's Government Education Steering Committee is responsible for the province's education supervision. The Office of the Education Steering Committee of the Provincial People's Government undertakes the specific implementation of education supervision.

City (state), county (city, district) people's government education supervision institutions independently implement education supervision under the leadership of the people's government at the same level. Seventh education supervision institutions shall, according to the work arrangements of the higher education supervision institutions and the local people's governments at the same level, combine the supervision results and rectification of the previous year, formulate the annual supervision plan, and report it to the higher education supervision institutions for the record. Difficulties in educational development, common problems found in routine supervision, major problems found in evaluation and monitoring, and hot issues generally reflected by society should be included in the annual supervision plan.

Local educational supervision institutions at all levels shall make overall arrangements for supervision matters. Eighth encourage and support students, parents, social organizations and the public to participate in educational supervision activities in an orderly manner according to law. Chapter II Administration of Inspectors Article 9 Inspectors are personnel appointed by educational supervision institutions to carry out educational supervision, including full-time inspectors and part-time inspectors. Tenth local people's governments at or above the county level shall, according to the needs of educational supervision, reasonably equip full-time inspectors of educational supervision institutions.

Full-time inspectors shall be appointed by local people's governments at or above the county level according to procedures. Part-time inspectors are openly employed by educational supervision institutions according to the needs of educational supervision work, and the employment results are announced to the public. Eleventh special inspector shall meet the following conditions:

(a) adhere to the party's basic line and love the cause of socialist education;

(two) familiar with education laws, regulations, rules and national education policies, with the corresponding theoretical literacy and professional knowledge;

(three) abide by the law, adhere to principles, fair and upright, good conduct, honesty and self-discipline;

(four) love the education supervision work, familiar with the education supervision business;

(five) with a bachelor's degree or above, engaged in education management, teaching or educational research for more than ten years, and outstanding work performance;

(6) Strong organization and coordination ability, comprehensive analysis ability and communication and expression ability;

(7) Being in good health and competent for educational supervision. Twelfth inspectors are assigned by the educational supervision institutions to carry out educational supervision, participate in the evaluation and supervision organized by the educational supervision institutions, and complete other tasks assigned by the educational supervision institutions. Thirteenth educational supervision institutions shall provide necessary conditions for inspectors to carry out their work. Fourteenth educational supervision institutions shall formulate measures for the management of inspectors, manage the inspectors who are appointed or employed, and establish a dynamic replacement and adjustment mechanism for inspectors. Fifteenth educational supervision institutions shall assess the performance of inspectors' duties, and the assessment results shall be used as the basis for promotion, recognition and reward; Excellent assessment, shall be commended and rewarded in accordance with the relevant provisions; If the examination fails, the appointment or dismissal shall be cancelled according to the procedures. Article 16 Education supervision institutions shall establish a learning and training system for inspectors, and take various forms to regularly train inspectors in relevant laws, regulations, rules, education and teaching management, supervision practice and other aspects.

Inspectors should actively participate in learning and training, carry out educational supervision and scientific research, and improve their professional quality. Seventeenth inspectors who carry out supervision should be avoided in any of the following circumstances:

(1) Being a close relative of the principal responsible person of the supervised unit;

(2) Being a staff member of the supervised unit;

(3) Having left the supervised unit for less than three years;

(four) other circumstances that may affect the objective and fair implementation of educational supervision.

If the inspector has the withdrawal situation mentioned in the preceding paragraph or the supervised unit finds that the inspector has the withdrawal situation mentioned in the preceding paragraph, the inspector or the supervised unit shall apply to the educational supervision institution for withdrawal, which shall be decided by the person in charge of the educational supervision institution.

If the educational supervision institution finds that the inspector who implements the supervision has avoided the situation, it shall decide to avoid the inspector and decide whether to re-implement the educational supervision.
