19. Those who enjoy the happiness of the people will also enjoy the happiness of the people; those who care about the worries of the people will also worry about the worries of the people. He is happy with the world and worried about the world. However, there is no one who is not a king.

21. If you respect the virtuous and enable the capable, and if the heroes are in office, then all the people in the world will be happy and willing to serve in your dynasty.
