1862 On September 30th, Bismarck, a statesman who was the Prime Minister and Foreign Minister of Prussia for less than a week, delivered an encouraging speech at the first meeting of the Budget Committee of the Prussian Parliament. He asked Prussia to stop internal confrontation and "gather strength" with foreign countries. In his speech, he declared: "The major contemporary problems cannot be solved by empty talk or majority resolutions, but by iron and blood."
