Measures of Zhejiang Province for the Administration of Public Security in Seal Engraving
Article 1 In order to strengthen the public security management of seal engraving and prevent the use of seal engraving for illegal and criminal activities, these Measures are formulated in accordance with relevant laws and regulations and combined with the actual situation of this province. Article 2 These Measures shall apply to the administration of public security in the engraving of various seals within the administrative area of this province. Where laws and regulations provide otherwise, such provisions shall prevail. Article 3 The term "official seal" as mentioned in these Measures refers to state organs, social organizations, enterprises and institutions, private non-enterprise units, foundations or other organizations and their internal organs, agencies, deliberation and coordination bodies, non-permanent institutions and individual workers.

Standardized name seals of merchants and village (neighborhood) committees (hereinafter collectively referred to as units or institutions), and special seals for contracts, finance, taxation, invoices and authentication with standardized names. Article 4 The province implements a unified management system of the public security management information system for the official seal. Article 5 To engage in the business of engraving official seals, the following conditions shall be met:

(1) Having a fixed place, an independent official seal engraving room and a warehouse or safe for storing official seals of finished products;

(2) Having the capital, equipment and technical capacity that meet the requirements of the seal safety management information system;

(3) Having a sound safety and public security management system. Article 6 Whoever engages in the business of engraving official seals must apply to the public security department of the local people's government at or above the county level. Those who meet the requirements after examination shall obtain a special trade license and a business license issued by the administrative department for industry and commerce according to law before starting business.

Operators engaged in the business of private seal engraving shall, within 10 days from the date of obtaining the business license, submit the information such as name, business address and person in charge to the public security department of the people's government at or above the county level for the record. Article 7 A unit or institution that needs to engrave its official seal shall report the approval document, registration certificate, official seal engraving certificate and materials indicating the name, shape, specification, material, font, arrangement and order of the official seal used by the unit or institution to the public security department of the local people's government at or above the county level. The public security department will verify the above materials and whether the official seal has been engraved, enter the information into the public security management information system of the official seal, and entrust the official seal engraving operation by the unit or institution.

Units or institutions that need to engrave official seals across provinces, cities and counties shall go through the formalities of engraving official seals with the certificate issued by the public security department of the people's government at or above the county level where the unit or institution is located and the relevant materials specified in the preceding paragraph. Article 8 Business units must abide by the following provisions when engraving official seals:

(1) Engraving the official seal according to the contents verified by the public security department and transmitted through the seal security management information system, and storing the name, quantity, name of the person taking the seal, date of taking the seal and other contents in the seal security management information system for future reference.

(2) The official seal of the company is only used by the staff of the unit in the business workshop and may not be transferred or processed externally; Engraving personnel shall make official seals in accordance with the prescribed style, quantity and specifications, and meet the seal quality standards prescribed by the state; The finished products shall be kept strictly, and the samples shall not be kept or copied by themselves.

(3) The official seal shall not be engraved with materials that have not been verified and registered by the public security department.

Business units engaged in official seal engraving shall report to the public security department in time when they find that other business units engaged in official seal engraving violate the provisions of the preceding paragraph. Ninth normative names of units and institutions are only allowed to engrave a chapter; Multiple special seals for contract, finance and authentication can be engraved, but each one must be distinguished by Arabic numerals.

State organs, social organizations, enterprises and institutions, private non-enterprise units, and foundations may carve another steel name stamp. Article 10 If it is necessary to re-engrave the official seal due to the change of the name of the unit or institution or the damage of the official seal, the re-engraving procedures shall be handled in accordance with the provisions of Article 7 of these Measures; After the new official seal is engraved, the original official seal is invalid, sealed or destroyed.

If the official seal is robbed, stolen or lost due to other reasons, it shall immediately report it truthfully to the public security department that originally verified the materials for engraving the official seal, and declare that the original official seal is invalid in the publicly issued newspaper above the city where the district is located; If it needs to be re-engraved, the engraving procedures shall be handled in accordance with the provisions of Article 7 of these Measures with the declaration of invalidity.

The re-engraved official seal should be obviously different from the original official seal. Article 11 Units and institutions that need to engrave seals (including signature seals) specially used by legal representatives, responsible persons, financial personnel and other relevant personnel shall go to the institutions to engrave official seals with their resident identity cards and unit certification letters. Official seal engraving business units shall register the relevant materials of official seal engraving for future reference.

Units or institutions shall strengthen the standardized management of the seals of relevant personnel specified in the preceding paragraph, and the relevant personnel shall be confiscated when they are transferred from their posts. Article 12 Where a business unit that engraves its official seal changes its name, business address and person in charge, it shall go through the registration of change with the administrative department for industry and commerce according to law, and go through the formalities of change of special trade license with the public security department that originally issued the license;

If it goes out of business or terminates its business for other reasons, it shall go through the cancellation procedures of the special trade license with the public security department that originally issued the license, and go through the cancellation registration with the administrative department for industry and commerce according to law.

Where a business unit that engraves a private seal changes its name, business address and person in charge, it shall report to the public security department of the local people's government at or above the county level for the record within 10 days from the date of registration of the change with the administrative department for industry and commerce.

It is not allowed to alter, resell, lease or lend the special trade license or illegally transfer the official seal to engrave the business license in other forms.
