I. Handling requirements
The United States, Britain, Canada, Australia, New Zealand and many other countries accept foreigners to directly use foreign driver's licenses to drive on their own land, with interpreters if necessary. The United Nations Convention on Road Traffic requires a certified translation (see article 4 1968, paragraph 2 A). This means that an individual or translation company with translation qualification issues a translation for you and confirms the content of the translation, that is, declares his translation qualification at the end of the translation, swears that the content of the translation is accurate, and indicates his address, signature and seal. This is in full compliance with the requirements of the Convention and can be formally accepted by all States parties.
Materials required:
1. motor vehicle driver's license application form. 2. If the applicant's identity certificate (original and photocopy) is not expressed in Chinese, the original and photocopy of the Chinese translation text shall also be issued.
Identification refers to:
A. China residents, submit a resident identity card or a temporary resident identity card; In the temporary residence, the certificate of residence and temporary residence issued by the public security organ shall also be submitted.
B. Foreigners shall submit their passports or other travel documents, valid visas or residence permits for staying in Hangzhou for more than three months, and accommodation registration certificates issued by Hangzhou public security organs when entering the country.
C foreign embassies and consulates in China personnel and representatives of international organizations in China shall submit valid identity documents issued by the Ministry of foreign affairs.
D overseas Chinese should submit passports of the people's Republic of China and certificates of residence and temporary residence issued by local public security organs.
E. Residents of Hong Kong and Macao Special Administrative Regions shall submit the Mainland Pass for Hong Kong and Macao residents or the Home Visit Permit for Hong Kong and Macao compatriots and the identity cards of Hong Kong and Macao Special Administrative Regions.
F residents in Taiwan Province province should submit the mainland travel permit for taiwan residents issued by the public security organ and valid for more than three months or the Travel Permit of the People's Republic of China issued by the Ministry of Foreign Affairs.
3, county or regimental medical institutions issued by the "motor vehicle driver's physical condition certificate". If the applicant is a member of a foreign embassies and consulates in China or a representative office of an international organization in China, the physical condition certificate will not be examined.
4. Motor vehicle driver's license (must be within the validity period) should be an overseas driver's license, not an international driver's license. If it is not expressed in Chinese, a Chinese translation text (original and copy) shall also be issued.

II. Issuer
In some States parties, the institutions authorized by the national legal authorities to issue international driver's licenses are:
1. United States: AAA and NAC in the United States are the departments authorized by the government to issue international driver's licenses. Their international driving license is called IDD (International Driving License Document). They do not need American citizenship, but they need an American driver's license, and the driver's license must not expire within 6 months after the international driver's license is processed. In fact, there is no international automobile association. The International Automobile Association Inc. is just a privately registered translation company in the United States.
2. Canada: The only organization authorized by the Canadian government to issue international driver's licenses is CAA.
3. Australia: Only NRMA (New South Wales), RACV (Victoria), RACT (Tasmania), Lassa, Lackwa, AANT and Lacquer (Queensland) have the right to issue international driver's licenses.
4. New Zealand: The agency authorized by the Land Transport Safety Bureau of the New Zealand Government to issue international driver's licenses on its behalf is AA.
None of the above institutions has issued an international driver's license to those who do not have a domestic driver's license.
5. China: The only agency that has the right to issue international driver's licenses to China driver's license holders is the relevant department of China government or its authorized agency, but the government of China has not acceded to the United Nations Convention on Road Traffic. The international driver's license issued to you by other countries is invalid.
China does not have a corresponding institution familiar to European and American countries. You can usually use the notarized translation of China Notary Office. When using the official documents of the notary office, you should find an experienced notary office. Because some notary offices have low translation level and are not familiar with the corresponding motor vehicle classification methods at home and abroad, so that foreign traffic management officials or car rental companies can't understand such a "translation", so you are required to re-translate. There are also some public documents that only confirm the conformity with the original text, do not confirm the translation content, and do not indicate the translation qualification. They are not "certified translations" and do not meet the requirements.
Third, matters needing attention
1. Use of international driver's license
An international driver's license is only a translation proof of a valid domestic driver's license. It is not a driver's license itself, so it cannot be used alone, but it must be used at the same time as the driver's valid national driver's license. It is the national driver's license, not the international driver's license, that really gives the signatory countries the qualification to drive in China.
2. The international driver's license cannot be used in our country.
According to the provisions of the United Nations Convention on Road Traffic, holders of an international driver's license and a valid national driver's license can drive in more than 80 countries or regions such as Britain, the United States, France and Japan. However, China has not acceded to this convention, so holding an international driver's license cannot be used in Chinese mainland.
3. How can I drive in China with an overseas driver's license?
Drivers with overseas driving licenses need to apply for Chinese motor vehicle driving licenses at the vehicle management department of the local public security organ. According to the "Regulations on the Application and Use of Motor Vehicle Driving License" issued by the Ministry of Public Security, holders of overseas motor vehicle driving licenses should fill out the "Application Form for Motor Vehicle Driving License" and submit the applicant's identity certificate; A physical condition certificate issued by a medical institution at or above the county level; Motor vehicle driving license. If it is not expressed in Chinese, a Chinese translation shall also be issued. You can consult the vehicle management department of the local public security organ for specific procedures.
