Two, to the development and Reform Bureau (lead department) window for construction project approval (the project does not need to apply for the "construction project site submissions", led by the Development and Reform Bureau).

1. Submit the materials needed to handle the project proposal or feasibility study report, and get the supervision card.

2. Submit relevant examination and approval materials to the window of the liaison departments of environmental protection, land and planning respectively with the supervision card, and sign the supervision card for confirmation.

3. Send all the "supervision cards" signed and confirmed in the window of the Liaison Department back to the window of the Development and Reform Bureau.

4. Go to the development and reform window to receive and sign the project opinions, and the commitment time limit is 6 working days.

The second stage: the approval stage of construction land.

To the planning bureau window (lead department) for land use approval:

(1) Submit the materials required for the Construction Land Planning Permit and obtain the Supervision Card.

(two) to the planning bureau window to receive the examination and approval results, and sign the "supervision card" for confirmation. The time limit for handling commitments is 5 working days.

(three) with the "supervision card" to the window of the Bureau of land and resources to submit relevant approval materials, and sign the "supervision card" for confirmation.

(4) Go to the window of the Bureau of Land and Resources to receive the examination and approval results, sign the supervision card for confirmation, and the time limit for handling the commitment is 16 working days.

The third stage: the project planning and design approval (bidding) stage.

I. Handling planning and architectural design conditions

(a) to submit the planning materials and architectural design conditions to the planning bureau window, and sign the "supervision card" for confirmation.

(two) to the planning bureau window to receive the examination and approval results, and sign the "supervision card" for confirmation, the commitment time is 6 working days.

Second, handle the design bidding

(1) For the project requiring design scheme bidding: go to the window of Development and Reform Bureau or Economic and Trade Bureau (lead department) for design scheme bidding approval;

1. Go to the window of the Development and Reform Bureau or the Economic and Trade Bureau (lead department) to handle the bidding approval opinions.

2. Go to the Development and Reform Bureau or the Economic and Trade Bureau window to receive and sign the tender approval opinions and the "Supervision Card" and other related materials, and the commitment time is 3 working days.

3. Take the supervision card to the construction engineering trading center to handle the entrusted bidding procedures, and sign the supervision card for confirmation (the construction engineering trading center will publish the bidding information online within 2 working days from the date of accepting the entrustment).

4. Go to the construction engineering trading center to receive the bid-winning notice (the construction engineering trading center will issue the bid-winning notice within 1 working days after the completion of the bid-winning result publicity).

(2) Projects that do not require design bidding: go to the Planning Bureau (lead department) window for planning and design approval;

1. Submit the planning and design scheme and the materials needed for examination and approval, and get the sign-off supervision card.

2. With the supervision card, submit relevant examination and approval materials to the windows of the liaison departments such as the Environmental Protection Bureau and the Civil Defense Office respectively, and sign the supervision card for confirmation.

3. Send all the "supervision cards" signed and confirmed by the window of the Liaison Department back to the window of the Planning Bureau.

4 to the planning bureau window to receive the approval results, and sign the "supervision card" for confirmation, the commitment time is 5 working days.

Three, to the Planning Bureau (lead department) window for preliminary design approval:

(a) submit the materials required for the preliminary design approval, and receive the "supervision card".

(2) Submit relevant examination and approval materials to the windows of liaison departments such as Environmental Protection Bureau, Civil Air Defense Office and Meteorological Bureau with the supervision card, and sign the supervision card for confirmation.

(three) the liaison office window will sign the "supervision card" back to the planning bureau window.

(four) to the Planning Bureau window to receive the examination and approval results, and sign the "supervision card" for confirmation, and promise to handle the time limit for 5 working days.

Four, to the Planning Bureau (lead department) window to apply for the issuance of the "construction planning permit" for approval:

(1) Submit the materials required for issuing the construction project planning permit and get the supervision card.

(two) with the supervision card, respectively, to the Meteorological Bureau, civil air defense office and other liaison departments to submit relevant approval materials, and sign the supervision card for confirmation. The time limit for the meteorological bureau to handle the commitment is 5 working days, and the handling result is received and signed by the supervision card.

(three) to the planning bureau window to receive the examination and approval results, and sign the "supervision card" for confirmation, the commitment time is 3 working days.

The fourth stage: supervision and construction bidding stage.

To the Development and Reform Bureau or the Economic and Trade Bureau (lead department) window for supervision and construction bidding approval:

(a) submit the materials required for supervision and construction bidding approval, and receive the Supervision Card.

(2) Submit relevant examination and approval materials to the Finance Bureau and other liaison departments with the Supervision Card, and sign the Supervision Card for confirmation.

(3) Send the "Supervision Card" signed and confirmed by the window of the Liaison Department back to the window of the Development and Reform Bureau or the Economic and Trade Bureau.

(four) to the development and Reform Bureau or the Economic and Trade Bureau window to receive and sign the tender approval opinions and receive the "supervision card" and other related materials, the commitment time is 3 working days.

(five) with the "supervision card" to the drawing approval center to receive and sign for the results, the commitment time is 5 working days.

(six) with the "supervision card" to the window of the Finance Bureau to sign for the results, the commitment time is 8 working days.

(seven) with the "supervision card" to the construction engineering trading center for entrusted bidding procedures (construction engineering trading center within 2 working days from the date of acceptance of the tender information online).

(8) Send the Supervision Card back to the Development and Reform Bureau or the window of the Economic and Trade Bureau.

(9) To receive the bid-winning notice from the construction engineering trading center (the construction engineering trading center will issue the bid-winning notice within 1 working day after the bid-winning result is publicized).

The fifth stage: construction application and construction stage.

To the construction bureau (lead department) window for project application and construction approval;

(a) to submit the construction application and the materials required for issuing the construction permit, and to receive the supervision card.

(2) Take the supervision card to the window of liaison departments such as quality supervision station, safety supervision station and civil air defense office to submit relevant materials, and sign the supervision card for confirmation.

(3) Send the "Supervision Card" signed and confirmed by the window of the quality supervision station, the safety supervision station and the civil air defense office to the window of the Construction Bureau.

(four) to the construction bureau window to receive the examination and approval results, and sign the "supervision card" for confirmation, the commitment time is 3 working days.

Precautions:

First, most of the departments mentioned above have an acceptance window in the administrative service center, and applicants only need to submit relevant materials at the center window as required.

Two, the examination and approval department window should clearly inform the applicant in the examination and approval process should be submitted materials, matters needing attention and specific procedures.

Three, the time limit for examination and approval at each stage is calculated from the day after the window of the examination and approval department receives the materials submitted by the applicant for the last time. If the materials submitted by the applicant do not meet the requirements and need to be modified or supplemented, the time limit for examination and approval shall be recalculated from the day after the applicant modifies or supplements the materials.

Four, each construction stage is equipped with a "supervision card", the examination and approval department window and the applicant should fill in the "supervision card" handover as required, as the basis for supervising the efficiency of the examination and approval department window and accepting the applicant's complaints. At the end of each construction application stage, the supervision card shall be handed over to the window of the lead department in that stage for preservation.
