(two) to inform the criminal suspect of the reasons and basis for taking the restraint measures, as well as the rights and remedies he enjoys according to law;
(3) Hearing statements and arguments of criminal suspects;
(4) issue a written decision.
Restrictive measures taken against terrorist suspects:
1. Do not leave the city, county or designated place where you live without the approval of the public security organ;
2. Do not participate in large-scale mass activities or engage in specific activities;
3, without the approval of the public security organs, shall not take public transport or enter a specific place;
4. Do not meet or communicate with specific personnel;
5. Regularly report the activities to the public security organs;
6, passports and other entry and exit documents, identity documents, driving documents to the public security organs for preservation.
Supplementary note: Public security organs can supervise their compliance with binding measures through electronic monitoring and irregular inspection. The time limit for taking the restrictive measures specified in the preceding two paragraphs shall not exceed three months. If it is unnecessary to continue to take restraint measures, it shall be lifted in time.
When investigating suspected terrorist activities, the public security organ may, with the approval of the person in charge of the public security organ at or above the county level, inquire about the suspect's deposits, remittances, bonds, stocks, fund shares and other property, and may take measures of sealing up, detaining and freezing. The time limit for sealing up, distraining and freezing shall not exceed two months. If the situation is complicated, it may be extended for one month with the approval of the person in charge of the public security organ at the next higher level.
When investigating suspected terrorist activities, public security organs can interrogate, examine and summon criminal suspects in accordance with relevant laws and regulations, and can extract or collect human biometric information such as portraits, fingerprints and iris images, and biological samples such as blood, urine and exfoliated cells, and keep their signatures. When investigating suspected terrorist activities, the public security organ may notify people who know relevant information to go to the public security organ or other places for questioning.
Crime of terrorist activities:
Terrorist activities refer to acts that use violence, sabotage, intimidation or other means for the purpose of creating social panic and coercing state organs or international organizations, causing or intending to cause serious social harm such as casualties, heavy property losses, damage to public facilities and social disorder. Those who incite, finance or otherwise assist in the implementation of the above activities also belong to terrorist activities. A terrorist organization refers to a criminal group formed to carry out terrorist activities. Terrorists refer to people who organize, plan and carry out terrorist activities and members of terrorist organizations.
