How to write the "suggestions and proposals" of the trade union group?
Proposal refers to the opinions or suggestions submitted to the meeting of state representative organs or some organizations for discussion and handling, which are generally put forward by the attendees of the meeting and the institutions or individuals stipulated by laws and articles of association. A bill refers to a proposal that is put on the agenda and submitted for discussion when a state power organ or legislature meets.

There is no substantive difference between a proposal and a motion. In our country, for a long time after liberation, any proposal submitted to the meeting of state representative organs or some organizations for discussion and treatment was called "proposal". It was not until the Fifth Session of the Fifth National People's Congress (1983) that the word "proposal" was used in people's congresses, but in all levels of the China People's Political Consultative Conference (CPPCC) and in enterprise workers' congresses, in order to distinguish the suggestions, criticisms and opinions that were mainly aimed at various aspects in the past from the binding bills that needed to be submitted to the General Assembly for deliberation and adoption.

Format of proposals and motions

The format is relatively fixed and generally consists of the following five parts except a few:

(1) title. Mark "proposal" or "motion";

(2) cause of action. State the specific opinions or suggestions of the sponsor;

(3) the reason. Explain the reasons for making comments or suggestions;

(4) method. Formulate specific measures and methods to realize the requirements of the proposal;

(5) Signature of proposer and seconder. A proposal can be put forward by one person, or seconded by the person who asks for consent before the proposal is submitted to the conference, and signed one by one to show responsibility. Finally, indicate the submission time.

Problems needing attention in writing proposals and motions

(1) The proposal and motion are very policy-oriented, so we must write them carefully. Before writing, we should make in-depth investigation and study, think carefully and make careful preparations to ensure that the proposal and the motion are accurate in facts, reasonable in cause of action, concrete in suggestions and effective in measures.

(2) One case, not several cases or several cases;

(3) The cause of action should be written clearly and concisely, so that the discussant can understand the content of the proposal at a glance;

(4) The reasons must be written comprehensively, thoroughly, to the point, fully and convincingly, so as to gain the recognition and support of the participants;

(5) The method is targeted and practical;
