If safe mode still doesn't work, you can do this:

Start Button Run Input Registry Edit Input

Find the wrong registry key in the screenshot and select it. 3. Click Permissions on the Edit menu. Click your current user name and select the Allow checkbox for full control. Click OK. Close the Registry Editor. After restarting the computer, try the installation again.
