According to the Regulations on Population and Family Planning of Guangxi Zhuang Autonomous Region newly revised by the Eighth Session of the Standing Committee of the 12th National People's Congress of Guangxi Zhuang Autonomous Region, Guangxi Zhuang Autonomous Region has implemented a separate two-child policy since March 1 year.

First of all, the content of the two-child policy alone

The policy of two children alone refers to the policy that only-child couples can have two children. It should be noted that two children alone does not mean two children alone. If the first child of a single couple has given birth to two or more children (such as twins or multiple births), it does not meet the policy of two children alone. In addition, there is no difference between urban and rural areas in the implementation of the two-child policy in Guangxi. Anyone who meets the requirements of the two-child policy alone can apply for a second child.

Second, citizens can apply for two children separately.

Couples who meet the requirements of the two-child policy and require to have a second child can apply for two-child birth procedures in Guangxi, which are divided into three situations:

1. If both husband and wife are registered in Guangxi, they can submit a written application to the township people's government or the city street office where the woman's household registration is located;

2. Couples whose women's household registration is in Guangxi and whose men's household registration is in other provinces and regions can apply in Guangxi;

3. Couples whose husband's household registration is in Guangxi and whose wife's household registration is in other provinces and regions may apply in Guangxi and in the place where the woman's household registration is located if the two-child policy is not implemented separately.

3. Citizens who can be designated as only children.

According to the relevant regulations of the state, the only child refers to the only child born by both parents (including biological children, adopted children and stepchildren). That is, there are no half-brothers, half-brothers, half-brothers and sisters, no brothers and sisters formed after the remarriage of stepchildren and parents, no brothers and sisters adopted by parents, or all legally born brothers and sisters formed by the above relationship die before giving birth to the next generation, and other circumstances stipulated by laws and regulations.

Fourth, it is necessary to go through the formalities for handling a separate two-child birth certificate.

Couples who meet the requirements for applying for a two-child birth certificate in our district shall apply to the family planning department of the township people's government or the urban neighborhood office, and the township people's government or the urban neighborhood office shall review the submitted materials and submit the audit opinions and materials to the family planning department of the county-level people's government.

The family planning department of the people's government at the county level shall review the review opinions and materials submitted by the township people's government or the city street office. For those who meet the conditions of having two children, notify the villagers' committees under the jurisdiction of the township people's government or the residents' committees under the jurisdiction of the city street offices for publicity. If there is no objection at the expiration of the publicity period, a two-child birth certificate will be issued; Do not meet the conditions for giving birth to two children or have objections during the publicity period. After verification, the two-child birth certificate will not be issued, and the reasons will be explained in writing to the applicant. For those who meet the conditions of having two children and are pregnant before 0: 00 on March 1 year, after criticism and education, they can go through the formalities of having two children according to relevant regulations.

Five, in line with the conditions of a separate two-child policy, the materials needed to apply for a two-child birth certificate.
