Interim Provisions on Regulating the Handling of Weddings and Funerals by Party Members and Leading Cadres
Article 1 is to establish and promote new righteousness, curb extravagant and extravagant behaviors, and prevent and correct party members Leading cadres take advantage of the opportunity of handling weddings and funerals to make money, promote the change of customs, and promote social customs with good party and political conduct. These regulations are formulated in accordance with the spirit of the "Regulations on Disciplinary Punishments", the "Civil Service Law of the People's Republic of China" and other laws and regulations, and the "Implementation Opinions on Party Members and Cadres Taking the Lead in Promoting Funeral Reform" issued by the Municipal Party Committee Office and the Municipal Government Office, combined with the actual situation of our city. .
Article 2 The weddings and funerals mentioned in these regulations refer to the weddings and funerals of party members and leading cadres themselves and their immediate family members, as well as entrance examinations, military employment, elders’ birthdays, children’s full moon, birthday celebrations, and weddings. House relocation, transfer and promotion, meritorious service and awards, etc.
Article 3 Party members and leading cadres must adhere to the principles of simplicity, frugality, civility, and self-discipline when handling weddings and funerals, and are prohibited from extravagance, waste, extravagance, and taking opportunities to make money.
(1) Take the lead in implementing new arrangements for weddings and simplified funerals. It is prohibited to hold public banquets and accept gifts for other festive events.
(2) It is prohibited to invite persons other than relatives (immediate relatives, collateral relatives within three generations and close relatives) to attend wedding banquets and accept gifts from them. It is prohibited to attend wedding banquets of persons other than relatives and give gifts.
(3) It is prohibited to handle weddings and funerals that significantly exceed local general consumption standards and scale.
(4) Strictly control the number of vehicles used for weddings and funerals, prohibit the use of luxury fleets, violate traffic regulations, cause environmental pollution, affect public health and interfere with the normal life of residents.
(5) It is prohibited for me or others to instruct others to issue invitations to my unit, system and subordinate personnel, as well as units and personnel related to my performance of duties, or to invite the above-mentioned units or personnel to participate in the wedding in other ways. For funeral and celebration matters, gifts and gifts are accepted.
(6) It is prohibited to use the convenience provided by management and service objects to handle weddings and funerals.
(7) It is prohibited to accept or ask for money or materials from management and service objects, or require them to bear or reimburse relevant expenses that should be paid by themselves.
(8) It is prohibited to use public funds, public property, and public vehicles to participate in weddings and funerals.
(9) It is prohibited to follow stereotypes such as pomp and lavishness, and squander and waste, which will cause negative social impacts.
(10) It is prohibited to hold banquets in batches or at multiple locations, and to use methods such as breaking them up into parts and hosting separate banquets to disguise their grandeur and evade supervision.
(11) Feudal superstitious activities are prohibited during weddings and funerals.
(12) Other behaviors that violate integrity and self-discipline regulations are prohibited.
Article 4 A reporting system shall be implemented for party members and leading cadres to handle weddings and funerals. When handling weddings and other matters, 10 days before handling (including holidays), municipal cadres should fill in the "Leading Cadres' Personal Major Matters Report Form", explain the reason for handling, time, location, scale, standards and invitees, and make a commitment, which will be approved by the unit. After review, the main person in charge of the Party Committee (Party Group) will report to the Municipal Commission for Discipline Inspection’s Party Style and Political Style Supervision Office, and other personnel will report to the party organization at the same level; within 10 days after the incident, the time, method, scale, participants, and acceptance of gifts and gratuities will be reported and other circumstances that need explanation, and then make a written report. If handling funeral matters, the above situation shall be reported in writing within 15 days after the incident.
Article 5 If a party member and leading cadre fails to reject unit or personal money and property related to the exercise of his or her powers due to various reasons, he must submit it to the disciplinary inspection and supervision agency within 5 days afterwards.
Article 6 Party members and leading cadres who violate these regulations shall, according to the seriousness of the case, be given organizational sanctions such as admonishment talks, orders for rectification, notification of criticism, suspension for inspection, adjustment of positions, etc.; or be given an intra-party warning, intra-party serious punishment Warnings and administrative warnings, administrative demerits, major demerits and other sanctions; if the circumstances are serious, the punishment of removal from party and administrative positions will be imposed. Anyone who takes the opportunity to amass money or engages in other acts that infringe on the interests of the state or the collective while handling weddings, funerals, etc. will be subject to severe or aggravated punishment, up to and including expulsion from the party. Those suspected of committing crimes will be transferred to judicial organs for handling. Typical cases will be publicly announced in the news media.
Article 7 Party organizations at all levels must conscientiously fulfill their main responsibility for building party style and clean government, and strengthen the supervision and management of party members and leading cadres in handling weddings and funerals. Discipline inspection and supervision agencies at all levels must strengthen supervision and accountability for discipline enforcement and increase accountability for investigation and punishment. For those who handle weddings and funerals in violation of regulations, the main responsibility of the party organization of the unit shall be investigated in accordance with the relevant provisions of the responsibility system for building a clean and honest government, and the main leaders and leaders in charge shall be held accountable for corresponding party and government disciplinary responsibilities.
Article 8 The implementation of these regulations by party members and leading cadres shall be included in the annual democratic life meeting of the leadership team, the performance report of leading cadres and the assessment of cadres.
Article 9: Gifts, gifts, etc. received by party members and leading cadres in violation of regulations for weddings and funerals shall be ordered to be cleared or confiscated by the disciplinary inspection and supervision agencies in accordance with regulations.
Article 10: Discipline inspection and supervision agencies at all levels in the city are responsible for accepting reports. Discipline inspection and supervision agencies must conscientiously perform their duties, intensify open and covert investigations, accept reports from the public in a timely manner, and investigate and deal with them carefully.

Article 11 These regulations apply to the city’s party organs, people’s congress organs, administrative organs, CPPCC organs, judicial organs, procuratorial organs, people’s organizations, public institutions, state-owned and state-controlled enterprises (including state-owned and state-controlled enterprises). State-controlled financial enterprises) leading cadres at deputy section level or above, party members and cadres in government agencies and party members and cadres in rural areas shall follow suit.
Article 12 The Municipal Commission for Discipline Inspection and the Municipal Supervision Bureau are responsible for the interpretation of these regulations.
Article 13 These regulations shall come into effect on the date of promulgation.
