(3) Approval Authority The Municipal Planning Commission and the Municipal Construction Commission adopt a joint approach to jointly be responsible for the approval of integrated design and construction qualifications. The first-level qualifications shall be submitted to the Ministry of Construction for approval by the Municipal Planning Commission and the Municipal Construction Committee, and the second-level qualifications and below shall be jointly reviewed and approved by the Municipal Planning Commission and the Municipal Construction Committee. When an enterprise applies for the first-level qualification for integrated design and construction, the Municipal Planning Commission and the Municipal Construction Committee will review the enterprise's application materials according to their respective responsibilities, and jointly provide review opinions. Documents submitted to the Ministry of Construction for review and approval are countersigned by the Municipal Planning Commission and the Municipal Construction Committee. The acceptance window is responsible for submitting the submitted documents and enterprise application materials to the Ministry of Construction for review and approval. The "Personnel Information Booklet" should be bound on a per-person basis in the order of the personnel declared in the application form, and the "Performance Information Booklet" should be bound on a project-by-project basis in the order of the projects reported on the application form. 3. The acceptance window is responsible for checking the original documents provided by the enterprise, and the original documents will be kept by the enterprise. After the qualification application is accepted, all information must not be replaced or modified, and information other than the application for withdrawal will not be returned. 4. The information submitted by the enterprise must be in Chinese. If the original text of the information is in other languages, a Chinese translation must be attached and the translation must be accurate. 5. The application materials must be complete, the forms must be filled out in a standardized manner, the seals must be complete, and the handwriting must be clear. The copies must be clear and legible. If the qualification licensing authority has doubts about the company's application materials, the company should provide relevant supporting materials and cooperate with relevant departments to conduct on-site investigations when necessary. 6. The original copies of the attached materials, except the ID cards, must be verified by the application window of the Beijing Survey, Design and Surveying and Mapping Management Office.
